Introduction

GOAL has been in Haiti since the Earthquake in 2010 and has since then developed a programme portfolio targeting affected communities and supporting resilience building at household and community level. GOAL’s programmes have so far been in both the urban and rural contexts, in Port au Prince and Gressier, respectively. While continuing its support to the housing, water and sanitation needs of vulnerable families affected by the earthquake, GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach.

GOAL’s new Community development program has 4 central pillars:
• Urban Planning
• Building Back Better (through training and campaigning)
• Resilient communities
• Community Disaster Risk Reduction and economic development

GOAL Haiti currently employees 39 national staff and 3 expatriates.


Fonctions

: The primary responsibility of the Program Support Officer is to support the Program Manager- by ensuring the implementation of the programs. Additionally, the Program Support Officer will assist in the development of donor proposals; concept notes, and prepare monthly, quarterly and annual reports; and assist in program design, program implementation and monitoring & evaluation. The Program Support Officer is expected to contribute to harmonization of approaches, grant management systems and procedures, and countrywide strategies for program implementation

Program Activities :
• Follow and support Economic Development activities
• Follow and support on Market Assessments and Resilience measurements activities
• Documentation of program quality and activities follow-up
• Assist in internal and donor reporting
• Liaise with other departments to highlight and, when necessary, troubleshoot problems identified in project reports or data.
• Facilitate financial, logistical and procurement communication within donors’ guidelines and framework for program delivery
• Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported.

Donor Proposals and Reports
• Support program SMT in developing quality concept notes, proposals, internal and external reports ensuring good collaboration with the Programme Managers and M&E team and other relevant departments;
• Prepare Concept notes for new funding and ensure new proposals are submitted and funding in secured
• Coordinate the development and timely submission of donor reports, programme reports to Dublin and other reports or updates as needed.
• Ensure donors Communication while developing proposals or reports
• Maintain and update the Grants database & files;
• Maintain all type of information and produce situation analysis on regular basis especially while developing new proposals or donors reporting as agreed with the line manager
Risk Management/Audit
• Coordinate with the Program Manager and relevant team head to ensure follow up actions and implementation of audit recommendations and addressing common audit findings.
• Participate in audit preparation and support the process through provision of required information and addressing queries
• Ensure that project offices complete risk assessment tool with actions taken and mitigation activities undertaken or in progress.
• Assist projects in the preparation of project scale up/scale down/closures plan and their implementation.
• Develop a filing system for donor reports and other documentation that will provide secure and back up of all donor related files for ease of access and retrieval whenever needed.
• The post holder may be requested to undertake other activities as mutually agreed with Program Manager. This Job Description is intended as a guide to the position and is subject to change at GOAL’s discretion


Qualifications Requises

• Formal qualifications at graduate or postgraduate level in Economic Development or relevant studies to post
• Proven high academic performance
• Excellent communication skills, written and spoken, fluent oral and written English and French
• Strong ability to learn new concepts: Resilience, Systems Approach…
• 2 years of experience with International NGOS in a similar position or the same
• Strong experience on proposal development and donor networking and mapping
• Appropriate skills and experience in the capacity building and training of partners and beneficiaries
• Good interpersonal and motivational skills and a proven ability to lead a diverse team under challenging field conditions
• Flexible/motivated
• Outgoing personality with excellent communications, networking and training skills
• Good team player, flexible and capable of working with and supervising a multinational country team
Good computer skills, including familiarity with Microsoft Word, PowerPoint and Excel
