Introduction

J/P HRO is seeking an independent security advisor consultant with extensive experience in security services or consulting security services for corporate, industrial or non-government organizations, to conduct an objective review of its current security system. Following the review, the consultant will develop a complete, practical security strategy and build the organization’s capacity in its effective implementation.

Specifically, s/he will evaluate J/PHRO’s existing security system to determine potential risks and develop operational policies, procedures, and tools that minimize risks and ensure the security of employees and assets by providing strategic direction, tactical management and emergency planning strategies meeting the specific needs of the organization.


Fonctions

Under the supervision of the Country Director and in close collaboration with J/PHRO’s Security manager, the responsibilities of the Security Advisor Consultant are to:
• Conduct a thorough assessment of J/PHRO’s current security strategy by strategically reviewing the organization’s existing security practices as it relates to its operations in Haiti, including the visit of VIPs and other stakeholders; and conducting a comprehensive analysis of present and anticipated threats;
• Develop an adapted security strategy composed of a relevant intelligence network; implementing policies, strategies and tools for organization security (including internal investigations); crisis management, including safeguarding of personnel and J/PHRO’s central and field offices from immediate threats and efficient briefings of senior management on security-related issues; standards relating to protection systems (burglar, fire, and video coverage); a re-definition of procedures for local travel, kidnap, event security; security emergency response systems; building protection (construction, walls, fences); maintaining overall environmental health and safety;
• Mentor and build the capacity of J/PHRO’s security personnel to effectively implement the security strategy developed;
• Other duties as assigned by the CD;

Deliverables
1. A report of the security assessment including findings and recommendations for security improvements.
2. A security strategy document that includes updated policies, procedures, guidelines as well as a detailed action plan;
3. Documentation of the training and mentoring of J/PHRO’s security personnel on the implementation of the strategy, and any additional follow-up required by J/P HRO management.


Qualifications Requises

Qualifications and skills
• Minimum of Bachelor Degree and or certifications in security management or relevant field;
• At least 8 years of experience in security consulting or in the security field performing evaluations, building capacity and preparing assessment reports;
• Familiarity with the Haitian overall security and political context
• Familiarity with international NGO security needs.
• Familiarity with security pertaining to infrastructure, human resources, transportation, and equipment.
• Strong interpersonal, communication, attention to detail and organizational skills
• Experience in developing security strategic, briefing, protocols, tools, and report documents.
• Language proficiency (speaking, reading and writing) in French, Creole and English
