Introduction
Background
CRS has extensive experience in education in Haiti. In recent years, CRS has worked in partnership with the Catholic Bishops' Commission for Catholic Education (CEEC) on the Catholic Education Initiative, which includes in-service training for teachers and principals and the establishment of participatory governance structures. From 2014 – 2016, CRS worked with the CEEC and the University of Notre Dame, Indiana, to implement an early grade literacy programs for teachers in the North of Haiti.
With funding from USAID, the program will be expanded to 150 schools (30 public, 120 Catholic) in the South and Grand Anse Departments starting in the 2017-2018 school year. The program, titled Read Haiti: Scaling Early Grade Reading Improvements in Haiti will train and support teachers from grade 1 – 3 by providing high-quality reading and instructional materials as well as in-depth training and coaching throughout the school year. The program will also mobilize community members to support reading and writing in French and Creole through community sensitization and summer reading camps.

Job Summary:
The Education Literacy Program Manager will support the CEEC to implement the early grade literacy component of the Read Haiti project led by University of Notre Dame (UND), Indiana and funded by United States Agency for International Development (USAID). The Literacy Program Manager (PM) position will be responsible to coordinate with both UND and the CEEC to ensure quality implementation of the early grade literacy program in 150 schools in the South and Grand Anse Departments. The PM will have management skills and knowledge to ensure that the CRS country program delivers high-quality programming and continuously works towards improving the impact of its early grade literacy programming in the education department.
Job Responsibilities:
• Provide technical expertise support for the implementation of education activities related to the literacy program.
• Provide management and guidance for all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective operational implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Track progress and ensure project team and partner staff have the appropriate systems and tools.
• Champion learning with project staff and partner teams. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Prepare success stories and briefs on innovation/best practices to contribute to organizational learning and publicity of project success.
• Manage the budget.
• Act as a key resource person in proposal design and development in respective programming area, gap-filling and taking on growth responsibilities as needed.
• Coordinate the identification of staff capacity and technical assistance needs of partner organizations and ensure capacity strengthening and required interventions to support quality project implementation.
• Coordinate, monitor, and analyze financial, material and human resources relevant project needs. Through planning and oversight, ensure efficient use of project resources.
• Analyze and evaluate project performance data. Document progress, successes and challenges.
• Prepare timely and accurate reports. Ensure that all project documentation is well organized and easy to access.
• Establishes and maintains professional and productive relationships with other program partners, agencies working in similar sectors, donor community, local NGOs, CLIO-CEC, UN agencies and the Government of Haiti.
Qualifications Requises
Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s Degree in Education necessary or equivalent relevant experience (such as experience as MENFP Inspector or work in Ecole Normale)
• Minimum of five years of experience working as a teacher or school director
• Minimum of three years of work experience in a project management position with an international NGO.
• Project management experience in education programming related to early grade literacy is highly desirable.
• Project implementation experience in education programming related to early grade literacy is highly desirable.
• Experience in effective engagement of stakeholders at various levels and strengthening partnerships.
• Experience with contributing to the development of technical education proposals.
• Familiar with quantitative and qualitative data analysis for reporting to multiple public donors, including US government (USAID, USDA).
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Personal Skills
• Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
• Strong relationship management skills and the ability to work effectively with culturally diverse groups.
