Introduction

Purpose: The American Red Cross (ARC) Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and also through external partners.

ARC works closely with HRC to support resilient social cohesion in Canaan, in alignment with the Government of Haiti’s (GoH) strategic development vision for the area. Canaan is an emerging city of over 210,000 people over 30km2 that developed since the 2010 earthquake; it is comprised of several distinct neighborhoods, including Jerusalem, Canaan, Onavil and St. Christophe. Given the unique development and history of the zone, the diversity of neighborhoods, and the geographic scale, an innovative approach to community and urban development is required.

The “Ansanm Nou Kapab” project is aligned with the GoH strategic development vision for Canaan and strongly coordinates with existing actors in Canaan, including municipal government, national government, existing community structures, and local and international NGOs. The project supports resilient social cohesion by targeting the following five components:

1. Strengthening community representation structures to improve the community’s capacity to dialogue with national and local governments, as well as international organizations.
2. Improving community preparedness against, and response to, natural disasters through increased understanding of local natural hazards and risks and response methodologies.
3. Improving the local environmental conditions through increasing community understanding of local environmental concerns and supporting the community through small projects like tree planting.
4. Increasing the Haitian Red Cross volunteer network for community health and disaster risk reduction.
5. Coordinating partner activities in urban planning, livelihoods support and infrastructure development to ensure efficiency that accountability to the needs of the community.

This project is implemented in collaboration with the Haitian Red Cross, follows GoH strategic directives, and coordinates with current and future development actors to ensure they responsibly engage the communities of Canaan.

Position Background:

The Sr. Infrastructure Coordinator will ensure the timeliness and quality of partner-implemented infrastructure works in Canaan; s/he will also be responsible for coordinating these infrastructure works with relevant Haitian government entities, community structures and “Ansanm Nou Kapab” staff.

The Sr. Infrastructure Coordinator will oversee construction activities, ensuring that design and construction quality control is conducted. This will include close collaboration with partner agencies, monitoring the critical path for timely implementation, and effectively utilizing technical staff of ARC and partner agencies to ensure high quality design and construction. S/he will manage relations with families that are affected by construction works. This will include coordination with Haitian government, clear communications with all stakeholders, and individual consultations with affected families. Finally, s/he will closely coordinate with the Haitian government and support them to efficiently ensure quality implementation of construction works. All progress will be accomplished through a collaborative and coalition approach.

The Sr. Infrastructure Coordinator will manage a team of up to two support staff, as well as be responsible for managing pertinent subcontractors. S/he will report directly to the Canaan Program Manager, and will coordinate with the Deputy Canaan Program Manager. S/he should work in close collaboration with the Sr. Social Mobilization Coordinator, Sr. Resilience Coordinator, Sr. Beneficiary Communications Coordinator, and the HRC Volunteer Coordination Officer.

The Sr. Infrastructure Coordinator will be strongly motivated to support the communities of Canaan and will strive to strengthen the coalition of diverse stakeholders (government, communities, international agencies and private sector). S/he will be very well organized, accountable to deadlines, and able to work both independently and as part of a team. The Sr. Infrastructure Coordinator will proactively identify challenges, be flexible to changing conditions, and effectively solve problems as they arise.


Fonctions

Specific Responsibilities:
- Identify the critical path for timely implementation of all construction works; share the updated planning on a regular basis with Canaan management; and proactively identify and communicate delays to Canaan management.
- Work collaboratively to proactively resolve delays with the Program Manager, Ansanm Nou Kapab staff, Haitian government staff, and partner staff.
- Manage a team of up to two support staff to help in social mobilization and/or construction monitoring. Consult with existing Ansanm Nou Kapab and ARC technical specialists in architecture, engineering and construction and solicit their support as necessary. Proactively identify possible issues and solicit additional support as necessary.
- Coordinate with the partner agencies, government and the community during the design development phase. Receive, review and submit to the Canaan Program Manager all designs, drawings, tender documents for review and retain documents on file for ease of follow up.
- Conduct regular meetings with consultants and partners to discuss and resolve issues pertaining to ongoing and planned projects. Prepare and disseminate meeting agendas and minutes to all concerned.
- Monitor frequency and quality of construction oversight by third party QA/QC firms. Receive, review and disseminate the periodic monitoring reports from the implementing agency and third party QA/QC firms.
- Carryout periodic site inspections with the necessary technical support to ensure works are carried out in accordance with contracts, specifications, drawings etc. Monitor the timeliness of materials and equipment delivery to the construction sites.
- Maintain a relationship with the local, municipal, and national authorities regarding construction and infrastructure activities.
- Consult existing urban studies and plans developed by and in coordination with the Haitian government and ensure construction works align with government goals.
- Ensure clear communication with the community on plans for construction, progress on implementation, and the eventual effects of construction works in the community.
- Identify and implement common practices with partners for working with households directly affected by construction works. Develop, share, and adhere to a work plan to address the needs of affected households.
- Coordinate with the HRC Volunteer Coordination Officer and HRC officials to ensure that the HRC local committee and its volunteers are aware of progress, and are involved in the conception of sustainability plans.
- Work closely with the Haitian Red Cross – local, regional and national levels – on all aspects related to the design and construction of the ambulance post. Coordinate with ARC Organizational Development teams regarding their maintenance and operation plans for the post.
- Ensure the Canaan Program Manager is up to date on construction related activities and potential risks.
- Manage and promote the integration of construction related activities of partners and Ansanm Nou Kapab activities. Learn and build upon the experiences from other ARC programs in community and infrastructure development, notably LAMIKA.
- Constantly monitor and respond to feedback collected through the ARC Accountability to Beneficiaries mechanism on infrastructure works. Keep senior program management up to date.
- Effectively collaborate with colleagues: Canaan Program staff, ARC Haiti HQ support staff, HRC counterparts, etc.
- Prepare weekly updates and monthly project reports.
- Complete additional tasks ask requested by the Canaan Program Manager.

• Understand and implement the Core Principles of the Red Cross Red Crescent Movement.
• Develop a good working relationship with HRC.


Qualifications Requises

General Skills, Qualifications and Experience
• 7+ years’ experience in community development projects in Haiti or similar contexts
• Experience managing complex set of stakeholders to realize construction and infrastructure works.
• Bachelor’s degree or higher required.
• Engineering or construction background desirable.
• Proven experience managing ambitious timelines.
• Proven experience engaging municipal and national government for community development.
• Experience in logistics desirable.
• Willingness to work flexible schedules (e.g. meeting with the community on the weekend when more households are available).
• Proven leadership experience and strong capacity for self-organization
• Computer fluency and familiarity with Microsoft Office.
• Written and spoken French and Haitian Creole fluency required.
• English proficiency desirable.
• Familiarity with the Red Cross Movement desirable
