Introduction

Habitat for Humanity Haiti is looking for a Habitat Resource Center for project locations based in the Port au Prince area. The HRC Manager has full operational responsibility over the Habitat Resource Center. The Habitat Resource Center (HRC) is a centerpiece of Habitat of Humanity programs globally and in Haiti. As Habitat Haiti deploys its “enabling” approach the role and the importance of the HRC has grown considerably. The HRC is being used to provide direct and partner provision of housing support services (including construction technical assistance and training) to targeted segments of vulnerable families. We are looking for an energetic manager with capacity to manage a multi-sectorial program. Previous experience working with communities in the framework of neighborhood rehabilitation programs is a plus.


Fonctions

Responsibilities:

- Program & Partnership Development
o Identify and proactively pursues new opportunities for housing, settlement, and infrastructure development programming (stand-alone and/or integrated projects) and develop concepts, proposals, project documents and budgets for new projects
o Develop an understanding of the housing value chains in Haiti that support or weaken the access to decent housing for low-income families; and develop program interventions which address the structural / systematic challenges of the value chain
o Support resource development initiatives by providing programmatic detail
o Facilitate and coordinate the program and product design with relevant subject matter experts
o Foster positive, collaborative, integrated and effective work relations with internal as well as external stakeholders.
o Identify community and government resources and seek to integrate the housing and settlements, and infrastructure development projects within existing structures and capacities.
- Program Implementation
o Assume management responsibility for assigned services and activities of the Habitat Resource Center ensuring that each project meets its specific objectives and defined standards
o Plan and manage human and financial resources and processes related as per Habitat policies
o Ensure that Habitat’s project implementation plan is delivered timely and effectively to ensure sustainability of the project interventions beyond project end
o Ensure that all Habitat and donor requirements are understood, followed and implemented by the partners and the project
o Provide guidance, oversight and support to the Specialist teams members (e.g. values chain specialists; monitoring, evaluation, learning specialists; business development / livelihood specialists; WASH engineers, etc.)
o Be the lead point of contact with the community in the area supported by the Habitat Resource Center
o Manage the office with emphasis on safety and security for all its personnel
- Stakeholder Relations and Representation
o Represent Habitat Haiti and participate in formal and informal government / cluster / donor / sector coordination meetings, to better coordinate, to be up-to-date on recovery developments, and network within the development sector in the Haiti. Reports back as necessary
- Accountability & Standards
o Ensure Habitat Haiti programs / projects develop an accountability work plan, ensuring feedback is recorded, reviewed and acted upon
o Ensure Habitat Haiti housing and settlements, housing, and infrastructure development programs are in alignment with humanitarian industry standards, Habitat Haiti guidelines and policies, and Haiti law / best practices


Qualifications Requises

- Degree in engineering, urban planning, social science, economy or business management from a recognized institution
- Minimum 5 year experience in project management with progressive increase in responsibilities
- Excellent knowledge of the context of reconstruction in Haiti and of integrated urban development projects
- Previous experience managing livelihoods projects (desirable)
- Previous experience managing community development driven projects (desirable)
- Previous experience working in a matrix environment where core services are managed and provided by a team of experts (desirable)
- Previous experience integrating cross-cutting issues such as gender equality, minority participation, disaster risk reduction and sustainable environment in project design and implementation (desirable)
