Introduction

JSI Research and Training Institute, Inc. (JSI) is recruiting for a Finance and Administration Officer to work with the USAID-funded Advancing Partners & Communities Project (APC). The project advances and supports community programs that seek to improve the overall health of communities and achieve other health-related impacts, especially in relationship to family planning. APC provides global leadership for community-based programming and builds technical capacity of organizations to implement effective programs. APC is currently supporting USAID-funded grantees under the Mission in Haiti. APC will be providing support to the local organizations to strengthen their capacity to receive USAID funds directly.

The Officer will be based in Port-au-Prince to ensure the proper financial management, administration and compliance of the project, as well as provide capacity building to USAID-funded grantees. This position will work closely with the US-based technical and administrative team to provide the appropriate and/or necessary support.

This position will report to the Finance and Administration Specialist based in Haiti.


Fonctions

• Provide capacity building support to grantees as needed, focusing on budgeting, accounting and financial management practices, audits as well as project management capacity including budget monitoring, and financial reporting to USAID;
• Participate in capacity building activities to assist grantees understanding and applying USG compliance requirements in the management of their USAID awards;
• Support the implementation of defined/refined systems and tools for effective project and financial management that can be used for capacity building with USAID-funded grantees;
• Participate in organizational capacity assessments of selected grantees and subsequent monitoring of grantee actions plans in the areas of USG compliance and financial management;
• Identify finance and compliance areas where additional training and support are required;
• Assist/contribute to developing training tools and resources for strengthening local organizations, particularly in the area of USG compliance (2CFR200, FAR, AIDAR, etc.) and financial management;
• Support Finance and Administration Specialist in ensuring that the US-based team is receiving accurate, timely and complete information;
• Provide operational support for all APC Haiti activities including: trainings, STTA visits, consultant support, etc.
• Provide accounting support for APC financial activities in-country in conformity with JSI policies and procedures.


Qualifications Requises

• Degree in accounting, finance or management
• At least 7 years of experience working with international development programs
• Strong financial management and accounting skills required
• Knowledge of USG regulations for grants and contracts (2 CFR 200, FAR, AIDAR, etc.) required
• Proficiency with Microsoft Excel, Word and various accounting software required; knowledge of QuickBooks highly desirable.
• Ability to work independently as part of an international team located in various time zones
• Excellent organizational, communication, and interpersonal skills
• Fluency in French, Haitian Creole and English required
• Haitian residency required
