CRS’ programming in Haiti is grounded in a community-based approach and prioritizes capacity strengthening of Haitian communities and institutions. As a result, CRS’ projects are designed to accommodate local dynamics and nuances and are planned based on a first-hand experience with the operational environment in Haiti. This project will leverage CRS’ global, regional and Haitian experience working with at-risk youth in accelerated learning and employment-related endeavors. In addition, it will build upon CRS’ established presence and relationships with local faith communities in two marginalized urban neighborhoods of Port-au-Prince.
To address the special needs and challenges facing at-risk urban youth, and to promote peacebuilding, resiliency, and entrepreneurship, CRS proposes the 12-month Kore Jèn, Kore Lavni (Support Youth, Support the Future) project with the overarching goal to foster social and economic resilience among adolescents and youth in Solino and Tesso. Through this project, CRS will implement a combination of three evidence based models, including Strong Families, Sowers of Peace, and Savings and Internal Lending Communities (SILC) to strengthen social cohesion and reduce risk factors for children, youth and their families in the target neighborhoods. Because many of the young people who become involved in criminal activity come from families with broken or dysfunctional relationships, family-based violence prevention training is essential to making and sustaining lifestyle changes. Therefore, Kore Jèn, Kore Lavni includes family strengthening activities to ensure that parents and youth are communicating well, establishing healthy relationships, and working together toward shared goals.
Fonctions
The Program Manager provides management and technical support to guaranty the coordination, implementation, monitoring and reporting of all activities of the Kore Jen Kore Lavni project. He (She) also ensure the administrative and financial follow-up of this project in the targeted areas (Solino and Tesso) as well as an efficient collaboration with local Catholic Church representatives and local institutions and leaders.
SUMMARY OF RESPONSIBILITIES BY PROJECT SECTORS:
1. Capacity building:
• Ensure the coordination and support of all capacity building activities for selected school children, youths, parents and social institutions (churches):
o Strong Families curriculum
o Sowers of Peace Methodology
o Homework support through after-school programming
2. Mobilization-Participation:
• Ensure the coordination and support of all children and youth mobilization and participation activities:
o Sport and cultural activities (Celtic Park (Solino) and Community space (Tesso)
3. Livelihood opportunities:
• Ensure the coordination and support to strength youth savings, leadership and financial knowledge:
o Savings groups with youth
4. Communication/Collaboration:
• Ensure transparent and proactive communication with project participants as well as Catholic Church representatives and ensure their strong involvement in all steps of the project.
• Ensure that all CRS staff of the project are proactively involved in the project to ensure the increasing of results.
5. Management/Administration/Finance:
• Ensure efficient administrative and financial follow-up with specific CRS department;
• Support Kore Jen Kore Lavni Program Director by providing, upon request and according to the prescribed deadlines, all narrative, administrative and/or financial reports or any other required documents.
Qualifications Requises
• Bachelor’s Degree (Master’s preferred) in International relations, international development or related field or equivalent;
• Minimum 5 experience years including at least 2 years as PM working within international development in a developing country, particularly in vulnerable and unstable (security) urban areas;
• Demonstrated experience in Peace Building and SILC (MUSO) program or similar;
• Demonstrated ability to create strong relationship with community and partners;
• Experience supervising diverse teams (men, women, youth, volunteers, etc…)
• Demonstrated ability with project management, including budget, monitoring and evaluation, reporting, etc.;
• Experience with capacity strengthening and community building
• Demonstrated experience on community participatory approach (methodology and strategy) and partnership approach (work with…)

• Availability to work outside of regular work schedule (before 8am and after 4pm and/or weekend)
• Driver permit and capacity to drive manual vehicle required
