Introduction

IDEH is an Haitian nonprofit organization created in 2012 whose mission is to promote equal rights between men and women , to contribute to the empowerment of Haitian women and promote their participation in development. But despite advances in gender equality and women's rights with regard to the adoption of international conventions and the implementation of some programs at the state level , in Haiti as elsewhere, there are gaps significant in their implementation . Within Haitian society , women remain largely excluded from meaningful participation and leadership of the development of their country . Women identified as having a different sexual orientation are facing an aggravated discrimination and face additional threats to their security.
Therefore, IDEH needs to recruit a project officer for the HOPE project, funding by USAID


Fonctions

Coordinate program / projects’ development, implementation /management, facilitate /guide community programs’ partners for active mobilization, sensitization, advocate for changes in policies and practices that impact upon the lives of LGBT community through the scope of building capcity of partner , Women's movement and community level.


Qualifications Requises

Minimum 3 years working experience in social development field (sociology, project management) or any other related field at a well known institution
Familiar with budget management
In-depth understanding of programming issues and policy work at national level
Relevant understanding of gender issues in development and demonstrable commitment to promoting gender equality within the organization and in programme work.
Essential Knowledge
Strategic planning and management - Human Rights Based Approach to Development- results-based management-Concepts and tools for equality between women and men (EFH)-Gender issues and the issues of the LGBT community in Haiti.-Practical experience in the design and implementation of capacity-building activities, training and coaching-Experience working with / in the humanitarian / voluntary sector.-Experience in conducting and managing national projects is an asset.

Availability
Ability to adopt a flexible schedule as needed./ work occasional evenings and weekends./Travel in the interior of the country

Conditions de travail

Strengthen the capacity of community-based structures serving the LGBT community on gender and GBV advocacy and women's organizations to ensure the consideration of issues and the rights of lesbians in their daily work
• With the Executive Director, develop and implement work plans for each stage of the project; coordinate, and implement the activities identified in the project to achieve expected results; Maintain communication with the institutions involved in the project; and actively participate in the harmonization of actions of the various project components.
• The planning and overseeing the implementation and coordination of project activities for the achievement of results; Monitor the implementation of all the partners in activities and ensure the prompt and correct implementation of planned activities with partners. In another, the officer (s) should actively participate in the various activities that will be implemented in the capital and region
• Ensure the achievement of project objectives and the achievement of expected results in application of the principles of managing for results and performance measurement framework; Timely identification problems, challenges and difficulties of implementing the program, including the conflicts in the field, look for a proper solution
• Under the supervision of the Executive Director and in collaboration with the lessor, coordinate program evaluations, planning, review and evaluation and development support project implementation strategies; Prepare and participate in working groups , workshops, seminars and other events of the project.
• Facilitate and collaborate in the organization of project support and evaluation missions and any task related to the project sent by the lender;
• In collaboration with the ICT / M & E Officer, Collect relevant assessment information and to ensure that adequate information / relevant is suitable filed for institutional memory is available and updated according to the M & E Plan
• The officer (s) must also ensure the management and supervision of human resources required for implementation and assist the Executive Director on the financial and logistical issues of the project; Assist the Executive Director in the supervision, management and evaluation of staff; Collaborate in the training of staff and monitor the project;
• Assist the Executive Director in the preparation of staff mandates, counselors, specialists and consultants of national and / or international; required for the implementation of activities under the work plan objectives; Ensure the reception, guidance and support specialists and national and international consultants in the field missions and participate in the development of their terms of reference; Contribute to the administrative and financial management of the project with the - project leader and responsible finances and prepare under the supervision of the Executive Director and in collaboration with the D.A.F, progress reports and final narrative and financial in time and manner provided by the grant agreement and the requirements of donors.
• Ensure the development, compliance and enforcement, rules and safety regulations, codes of conduct and code of ethics, standards and sexual abuse prevention and exploitation; Perform the appropriate steps for the preparation of the final documentation of lessons learned from the project
