Introduction

The Procurement Specialist is responsible for the procurement of goods and services for the ensemble of MSH in Haiti. He/she is responsible for the accurate management of purchase order processing for all MSH projects and Operations according to MSH Procurements Policies and Procedures. Monitors the actual service level of vendors,
coordinates inquiries for quotations, and manages the RFP processes.
S/he ensures product specifications are complete and accurate; that Purchase Requests (PRs) meet the required standards; and that the Projects’ procurement processes and procedures are followed for all stages of procurement. The Procurement Specialist prepares Requests for Quotation (RFQ) and Requests for Proposal (RFP); manages vendor responses to RFQ/RFPs; leads the process of bid evaluation; and makes recommendations to management for selection of the appropriate vendor. The Procurement Specialist manages the process of issuing Purchase Orders (PO) and manages the performance of the vendor to meet the PO requirements. Liaises with the Projects’ Coordinators and vendor to ensure on-time and accurate delivery of products and services and initiation of the payment process. The Procurement Specialist ensures all documentation required by MSH is created, validated and appropriately filed for audit purposes.
The Procurement Specialist is responsible for coordinating with Projects all anticipated procurement needs and ensures that all staff involved in requesting procurement is well aware of the policies and procedures currently in place. Assists in the elaboration of Annual Procurement Plans by providing information related to costs of products and services.

The Procurement Specialist takes part in the evaluation of vendor proposals and documents all relevant information necessary to obtain approval prior to ordering in accordance with the SOP’s.
The Procurement Specialist supervises the Procurement Assistant and works collaboratively with other staff to fulfil his or her responsibilities


Fonctions

1. Execute the procurement process in compliance with MSH Procurement Policies and Procedures taking into consideration projects’ special requirements.
2. Comply with procurement policies and standard operating procedures of all MSH Projects with special attention to the SCMS project.
3. Coordinates regularly with the Operations Manager regarding procurement policies, process and procedures and report any difficulties encountered in the fulfillment of the procurement requirements in Haiti.
4. Manage efficient and effective relationships with suppliers.
5. Maintain a comprehensive supplier database.
6. Initiate, liaise and follow up on RFQs, IQCs, RFAs,
and PO’s and all other documents belonging to the procurement process
7. Determine the best method of purchasing items within Geo Code restrictions. Ensure approvals are received prior to purchases.
8. Creation of comparative analysis and recommendations on selection of vendors
9. Elaboration of POs and issue to vendors
10. Manage supplier performance and any issues arising during the procurement process to ensure on-time and complete delivery
11. Provides training to MSH staff in procurement
processes and in regulatory and/or contractual requirements such as
restricted commodities, Geo Code restrictions, competition requirements, etc.
12. Tracks status of procurement actions, and provides on-going feedback to project and office staff on next steps. Continues tracking throughout the process, up to and including delivery of goods to final destination.
13. Prepares tools and templates for Procurement activities, in accordance with MSH policies and Projects’ donor regulations.
14. Ensures purchase order information is accurately maintained in a central file Perform other tasks as required by the position


Qualifications Requises

1. Graduate degree or a dedicated procurement education or 5 years of work experience, with a minimum 3 years in procurement.
2. Experience and understanding of the Federal Acquisition Regulations (FAR) of the US government desired.
3. Fluency in English and French is required.
4. Excellent communications and interpersonal skills.
5. Analytical capacity and insight into complex business processes in the industry.
6. Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
7. Demonstrated effective negotiations skills.
8. Self driven with a high sense of quality, accuracy, efficiency and is able to meet tight deadlines \Strong computer skills, including sound knowledge of Windows and Microsoft Office applications including; Outlook, Word, Excel and Power Point.
9. Ability to work on multiple task whilst achieving tight deadlines with limited supervision.
10. Experience working with US government funded projects an asset
