The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV and syphilis, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program is hiring an M&E Manager for the MCSP Haiti-North project. The M&E Manager will guide and oversee the M&E direction of the MCSP Haiti-North project. This position is responsible for leadership and management of M&E, and will work with the MCSP Haiti-North technical and program team to collect, analyze and report routine data, develop and maintain a robust performance monitoring plan (PMP), and ensure excellent data quality. This position will report directly to the Haiti North Technical Director. This position is based in Cap Haitien
Fonctions
Project M&E Management
• Responsible for ensuring effective monitoring and evaluation systems of the project
• Coordinate closely with the technical and program teams to implement monitoring systems that are responsive to all programmatic and organization/donor reporting needs
• Produce and maintain the project PMP including selecting indictors, setting targets, developing data collection tools and documentation systems to ensure high data quality
• Develop standard operating procedures to guide internal and external M&E system strengthening activities
• Oversee development of an aggregate data management system to warehouse and facilitate the use of data
• Develop and document data analysis plan; conduct statistical analysis of project data
• Develop and implement data review procedures for project-level data; review progress to targets with program and management teams
• Develop and maintain a system for archiving the project’s M&E guidelines, tools, data files, analysis files, reports and presentations
M&E Capacity Building
• Coordinate all M&E capacity building efforts with facility, and departmental counterparts to strengthen recording and reporting procedures, data analysis, and use for program improvement and decision-making
• Ensure high quality data through implementation of regular data quality assessments;
• Develop and lead MCSP’s mentorship approach to increase the capacity of MOH M&E officers on indicators, registers/tools, data aggregation and analysis of monthly and quarterly data
• Build capacity of MOH M&E officers to provide supportive supervision to lower level facilities.
• Implement SOPs and processes, and work with MOH M&E to support routine, standardized data review meetings where teams can review registers, monthly summary reports, data visualization tools and data review processes with the aim of using data for program improvement
• Develop data dashboards or visualizations for use at the facility and district levels to facility the interpretation and use of data
Learning
• Develop action-oriented learning agenda (implementation research, program evaluations) in collaboration with technical team members
• Draft concept notes and develop protocols for all learning activities; submit concepts and protocols to HQ for review and US and local IRBs as required
• Ensure all learning and research activities follow Jhpiego’s standards including the protection of human subjects
• Manage study teams, including data collectors, to implement learning activities
• Implement workshops to guide the development, implementation and dissemination of learning activities
• Ensure learning activities are implemented in a timely manner and according to protocol
• Oversee development of study databases and data entry into study or project data systems
• Prepare or oversee the study reports, journal articles, conference posters or presentations to disseminate the findings of the learning/research activities
Qualifications Requises
• A university degree preferred in the mathematics, statistics, health or related field; master’s degree in statistics, epidemiology, public health, international affairs/development preferred
• Eight years of work experience in leading monitoring and evaluation of health projects and/or HMIS work in Haiti - three years with RMNCH or HIV data is an advantage
• Five years of work that required a high level of self-management with minimum supervision and included a variety of assignments often under pressure of deadlines
• Field experience (preferably in Haiti) managing the design and implementation of M&E activities of large-scale donor funded development projects, specifically related to RMNCH and HIV
• In-depth knowledge of USG/USAID M&E guidelines
• Understanding and experience with program monitoring, baseline, midterm and final evaluations
• Strong computer skills, with working knowledge of databases, spreadsheets, and statistical software packages
• Excellent writing, data collection, analysis and reporting skills
• Fluency in Haitian Creole, French and English
• Excellent facilitation, oral and written communications skills
• Ability and willingness to travel around Haiti up to 30% of time
