Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.
Position Summary:
Management Systems International seeks an experienced accountant for the KONEKTE program. The accountant will be responsible for project financial management, including reducing costs and improving the efficiency of project implementation. He/She will be responsible for all operations related to project accounts in accordance with regulations established by USAID and the general standards of financial accounting.
**This position is contingent upon continued donor funding. Please note that this position is within the KONEKTE program team and is not a seconded position. Vacancy will remain open until filled. **
Fonctions
Responsibilities:
Maintain all records for program accounts in accordance with applicable laws.
Process expenditures by using accounting standards and procedures established by MSI and USAID, while adhering to Haitian laws.
Ensure all cash transactions are current and prepare supporting documents (disbursements, receipts, and vouchers).
Enter all project expenditures into QuickBooks, following the instructions and methodologies recommended by MSI.
Prepare and submit transfer requests based on the financial needs of the project to MSI headquarters.
Verify payroll and financial reports for accuracy.
Assist in the preparation of required financial reports.
Prepare and check accounting documents, including but not limited to the application of advances, bills, and travel expense reports.
Organize all files and relevant financial documents to be sent to MSI headquarters.
Process checks and monthly payments according to time sheets, bills, social security deductions and any other transfer requests.
Other duties as assigned.
Qualifications Requises
A degree in accounting or related field is required; accounting expertise is preferred.
Minimum of 3 years of experience in overseeing accounting duties for similar projects
Thorough knowledge of QuickBooks and other accounting software.
Extensive experience with projects financed by donors in Haiti is preferable.
Extensive experience with USAID contracts and regulations is preferable.
Ability to work in teams and manage multiple tasks simultaneously.
Fluency in English, French and Creole.
