Introduction

The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters; building safer, more resilient communities; and educating future humanitarians. In pursuit of this mission, ARC mounted a major response to assist Haitian communities in the wake of the devastating 2010 earthquake, and the ARC Haiti Assistance Program (HAP) was established to direct that response. Over the past year, HAP has transitioned from a response and recovery mode to a sustainable development approach aimed at enhancing resilience in targeted communities over the longer term.

This resilience recovery strategy is rooted in a community-empowerment approach – one where the Haitian Red Cross (HRC) contributes to organizing communities to be the protagonists in their own development. To that effect, the ARC HAP is providing support to the HRC regional branches in the Greater North region and in the West department of Haiti through two programs: the Integrated Neighborhood Reconstruction and Recovery Program (LAMIKA) in Carrefour-Feuilles, West department; and the North Community-Based Integrated Program (NCBIP) implemented in the North, North-Est and North-West departments of Haiti. Additional programs in the West region includes the Sustainable and Responsive Housing and Development Program (SRHDP) in Canaan, West department.

In the West department, most specifically, ARC seeks to support the HRC West Metropolitan Branch - “Croix-Rouge Ouest Métropolitaine” (CROM) - in the branch’s effort to strengthen its strategic and operational capacities; to engage and mobilize the communities towards resilience building. Most specifically, strong programming linkages need to be established between the CROM and the programs implemented by the HRC-ARC partnership in the West department.
Under the direct supervision of the Deputy Country Representative Program, the branch capacity building manager will contribute to the organizational development of the CROM: conducting branch capacity assessment; developing strategic, capacity building and operational plans that are aligned with HRC’s strategic orientations; helping promote and create interest in the works of the CROM, attracting and retaining members; setting up systems and processes that enhance coordination, communication and financial accountability both within the branch and with the national headquarters. S/He will work collaboratively with other resources from ARC and HRC to contribute to the attainment of the objectives of this partnership.

The role requires a broad organizational experience, proven knowledge of best practices in process re-engineering that lead to mid- and long-term institutional sustainability and financial success.


Fonctions

• In collaboration and coordination with the HRC CROM Branch Directorate, the Branch Capacity Building Manager ’s responsibilities include but are not limited to:

• Facilitating the design and conduct of branch capacity assessments of CROM and local committees, based on the methodologies developed for the NBCIP activities.
• Supporting, in coordination with the HRC Head of Programs and Projects Department, the CROM and its local committees towards the development of strategic plans that align with the strategy of the national society; and the implementation of operational plans that address local priorities and are in line with established policies, bylaws, standards, principles and operating practices of HRC, good management practice; and with the political, social, cultural and economic environment of the area of intervention.
• Supporting CROM’s organizational development, including the development and implementation of a capacity building plan of action based on the diagnostic assessment and inclusive of concrete activities and timeline that reflect the assessment’s priority outcomes.
• Contributing to promote and create region-wide interest in the work of the national society, leading to acquisition and retention of volunteers towards sustainability of service delivery
• Assisting the CROM in advancing its financial accountability through the development of systems in line with HRC rules and regulations.
• Supporting the CROM and its local committees to set up and maintain functional and dynamic internal coordination and communication system with HRC headquarters and local committees
• Creating an enabling environment for experience sharing, learning and knowledge building.
• Supporting the development and implementation of at least two (2) income generation activities at CROM; the planning and operationalization at least one (1) fundraising activity a year to help promote income generation activities and self-reliance for the branch.
• Assisting the Branch Development Delegate to coordinate with all appropriate ARC resources and programs towards the construction of CROM’s Multi-Purpose Building in Croix-Desprez and other HRC offices in the Greater North.
• Supporting the Branch Development Delegate towards the development and/or adaptation of appropriate and relevant tools, policies, guidelines, a Branch Management Handbook and, where needed, helping devise development plans and/or training curricula.
• Holding quarterly strategic plan review workshops in an iterative monitoring process that enables the constant realignment of plans in order to effectively assist vulnerable groups and communities living in at-risk areas of intervention.


Qualifications Requises

• B.A in International Development or associated field. Advanced degree preferred.
• Minimum three years’ experience supporting the development of local resource mobilization capacities and strategies for sustainability in Haiti.
• Experience in working with the Haitian Red Cross, preferred.
• Experience in supporting the development of a volunteering culture, and effective volunteer management strategies, systems, mechanisms and competencies.
• Demonstrated strategic and programmatic experience in a recovery and/or development context.
• Able to work in true partnership with Haitian Red Cross and American Red Cross program staff, volunteers, partner organizations, and donors.
• Flexible and adaptable to changing working conditions.
• Willing and able to travel whenever required for work purposes
• Self-motivated and proactive, with sound judgment and initiative.
• Excellent interpersonal/communication skills.
• Able to prioritize and meet deadlines.
• Computer proficiency, especially in MS Office suite.
• French and English, required. Creole, preferred.
