Introduction

Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and also through external partners.
The Gran Nò Pi Djanm (GNPD) has the aim to increase community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Water and Sanitation and Livelihoods. Thus, the ARC Haiti Delegation is seeking for an experienced WatSan engineer to oversee the implementation of WatSan components of GNPD program mainly but not limited to the northwest department of Haiti.
The ‘WatSan Engineer’ will work under direct supervision of ‘Program Manager and in close consultation with ARC Haiti Delegation’s Technical Team (Health, Water and Sanitation, Housing/Construction) and close collaboration with Haitian Red Cross technical Staff in North, North East and North West. S/he will be responsible to ensure coordination and appropriate integration in effective and efficient implementation of key components of water and sanitation activities, such as rehabilitation of water sources, construction of water access points, social mobilization for low cost sanitation promotion and other related water and sanitation activities integrated within the GNPD program.
The WatSan engineer will be a highly motivated and proactive individual, who is able to work both independently as a team member and under supervision as well as showing flexibility in meeting the various tasks required by this position.


Fonctions

Specific Duties and Accountabilities

The duties and responsibilities of the Watsan engineer include but are not limited to:
- Carry out assessments in the area to inform and develop Terms of References (ToRs) for the different activities related to water and sanitation.
- Development of rural water supply access points and rehabilitation of existing water sources to provide minimum services to the communities.
- Assist the promotion of latrine construction component of the project through social mobilization and use of Community Led Total Sanitation (CLTS) approach.
- Support the development of solid waste management systems as appropriate for urban and rural communities.
- Prepare designs, specifications and contract documents for hiring contractors for implementing project activities.
- Supervise at field level and monitor the work done by contractors in charge of development of water and sanitation related activities such as construction or rehabilitation of water access points and rehabilitation of any ravines.
- Review and comment on revision of proposals, drawings, bill of quantities and cost exercises for water and sanitation activities of contractors.
- Interact closely with Health Department and particularly with Hygiene Promotion Coordinator to establish a coherent balance between software and hardware activities related to water and sanitation. Support the implementation of the sanitation component through CLTS approach.
- Promote the use of low cost sanitation solutions in the integrated program to solve the issue of sanitation at household level.
- Provide technical and capacity building support including supervision, training and mentoring in the planning, management and implementation of water and sanitation programs.
- Work closely with different stakeholders and partners to identify and solve gaps in WatSan related activities within the targeted geographic areas.
- To report regularly, verbally and in writing to the Program Manager NCBIP.
- Perform management and administrative duties and coordination with other members of the project and with staff of other organisations.
- Good planning and problem solving skills.
- Work closely with government authorities in the provision of WatSan structures in school and health facilities to ensure compliance

Additional duties
- Establish and ensure effective working relationships with all staff
- Ensure effective working relationships with National Society counterparts and leadership;
- Ensure effective working relationship with technical and service departments at national, delegation and headquarters level.

Duties applicable to all staff
- Work towards the achievement of overall goals of ARC Haiti Delegation through effective managerial and lateral relations and teamwork;
- Ensure understanding of roles, responsibilities, lateral relationships and accountabilities;
- Perform other work related duties and responsibilities as may be assigned by the supervisor;
- Understand and practice the Principles of the Red Cross & Red Crescent Movement.
- Establish effective working relationships with national staff and delegates;
- Ensure effective working relationship with Haitian Red Cross Society.


Qualifications Requises

Qualifications and Experience

• Civil Engineering degree
• 5 years of experience in implementing water and sanitation activities.
• Experience in construction of water supply mechanisms
• Experience in developing and managing latrine construction projects through social mobilization mechanisms.
• Experience in identifying water resources and developing rural water supply mechanisms
• Computer proficiency in MS Office applications and AutoCAD
• Good knowledge in Monitoring and Evaluation concepts
• Good knowledge of local construction methods, procedures and norms.
• Knowledge of PHAST and CLTS
• Proven experience in supervision and monitor partners in water and sanitation sector.
• Have excellent communication skills
• Leadership skills, teamwork and relationship building
• Able to prioritize and meet deadlines
• Flexible and adaptable to changing working conditions.
• Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
• Experience in humanitarian relief and emergency response programs
• Willing and able to travel whenever required for work purposes
• Proficiency in oral and written Creole
• Proficiency in oral and written French
• Proficiency in oral and written English
