Introduction

Background and Objective:

The US Agency for International Development (USAID)-funded AVANSE program is a five-year, $87.8 million USAID-funded project that promotes inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor/ Cap-Haïtien and aims to increase agricultural incomes by achieving the following intermediate results (IRs):
IR1: Increasing Agricultural Productivity;
IR2: Improving Watershed Stability above Selected Plains;
IR3: Strengthening Agricultural Markets;
IR4: Enhancing Capacity of Local Organizations.
The AVANSE project is currently looking for an Environmental Compliance Officer (Consultant) to work with the Infrastructure Component.


Fonctions

Specific Tasks:

A. Technical Responsibilities:
The Environmental Compliance Officer [Infrastructure] will have general responsibility to implement the AVANSE Environmental Monitoring and Reporting System [AVANSE- EMRS] derived from the Project Environmental Mitigation Plan and Report [AVANSE-EMPR] for all infrastructure works such as roads, irrigation and drainage, and soil stabilization that are being carried out by the AVANSE Infrastructure Component. This is to be realized for all applicable activities - from the design and construction phases through the activity’s formal decommission phase (as applicable).
The AVANSE infrastructure activities are primarily as follows:
 Simple engineering structures such as gabions to stabilize erodible fields, rock walls, earthen dikes, gully plugs, medium-scale public works to stabilize slopes: large retaining walls, ravines and gullies where soil retention structures are required on a large scale, small to medium-sized dams to retain rainfall for agricultural use in the upper watersheds and to manage river flow levels in the lower watersheds;
 Rural and /or Access to market Roads rehabilitation and /or construction;
 Irrigation and drainage infrastructures – associated with the expansion of existing systems or new small-scale irrigation systems (principally for vegetable production); and
 [More] Complex engineering structures such as retention dams and large retaining walls [as directed by the AVANSE Environmental Assessment/ PEA];
The specific technical tasks that will be directly under the purview of the Consultant include:
1. Conduct environmental compliance audits of all engineering design plans for the AVANSE Infrastructure component activities ( ref: Infrastructure implementing work plan and procurement mechanisms) - as directly related to impacts on natural resources and communities, the environment and public health - and within the framework of the AVANSE-EMPR and AVANSE-EA;
2. Propose specific environmental and social impacts mitigation measures for the infrastructure engineering design plans above-audited - before and during design and procurement phases - through construction and decommission phases (as applicable);
3. Generate the associated Infrastructure activity’s specific Environmental Monitoring Plan and Reports (EMPRs) – as derived from points 1 and 2;
4. Implement the “ongoing” Monitoring and Evaluation mechanisms [field environmental monitoring schedule, activity EMPR updating, timely data entry into the EMRS, etc.] for all the infrastructures activities for which EMPRs would have been generated – as directed by the AVANSE-EMRS;
5. Ensure the timely updating and reporting of the Infrastructure component‘s Environmental Monitoring & Evaluation activities;
6. Maintain up to date the Infrastructure’s activities Environmental Monitoring Tracker (listing and status of all Activities EMPRs – through the AVANSE-EMRS);
7. Conduct, as needed, Environmental Due Diligence of potential Infrastructure related Implementing Partners (IPs) in order to define required training and technical assistance;
8. Assist with the technical aspects of the procurement process for infrastructure linked consulting services related to procurement of inputs or services that require environmental conditions; and
9. Undertake additional actions required by the Sr. Environmental Project Officer to ensure compliance with USAID regulations.
B. Management Responsibilities:
The Consultant will integrate with the AVANSE Environment Team, and will be in charge of managing all environmental compliance activities for the AVANSE project that are directly under the purview of the infrastructure component. This is to be realized in direct collaboration with the Chief of the Infrastructure Component and his/her team – as directed by the AVANSE-EMPR & AVANSE-EA prerogatives, and under the direction of the Sr. Project Environmental Officer.


Qualifications Requises

Required Qualifications:
 Advanced degree [graduate level: doctorate, masters, etc.) in a relevant field: Environmental/ Civil Engineering, Rural Infrastructure Engineering, Architect /Civil Engineer;
 Advance knowledge of environmental compliance requirements associated with the Regulation 216 of the USAID - as directly applied to Infrastructures projects;
 Minimum 15 years of relevant professional experience in environmental compliance activities associated with USAID-funded infrastructures works;
 Strong experience producing documentation to comply with USAID environmental regulations;
 Experience with development projects and small holder farmers in developing countries;
 Spoken and written fluency in English and French required;
 Working ability in Haitian Creole desirable;
 Experience producing technical reports and managing data;
 Understanding of quantitative data used for monitoring and reporting;
 Proven record of producing and managing EMPRs for Infrastructures works
Deliverables:

• Undertake an overall assessment of the Infrastructure Component's level of Environmental Compliance Capabilities - through auditing all the available engineering design and construction plans generated so far (roads, irrigation/drainage, and hillside stabilization).
• Integrate EC requirements into design and construction plans (as necessary) - as applied to the USAID EC regulations/requirements for Rural Infrastructure works;
• Make recommendations on the way forward - re: (a) Quality Control for the Monitoring and Evaluation - as to be captured in the AVANSE-EMRS ; (b) training needs for Infrastructure and EC Teams (as needed) ; (c) design of the training modules for both Infrastructure Team and EC Team (as needed).
• Provide 2 STTA Reports: an Inception Report within 14 days of joining the project and a Final Report within 28 days of joining the project.
