Introduction

LOKAL+ Project purpose is to support the Government of Haiti at improving its capacities in areas such as strategic planning, budgeting, tax collection, financial and program management, prioritizing of services, and outreach to citizens with the end goal of improving service delivery at the local level.


Fonctions

• Establish and maintain secure & fully-functioning IT system/equipment in all LOKAL+ offices;
• Install/maintain all project computer & communications equipment and software and ensure all licenses are current;
• Communicate and coordinate with ARD Home Office to ensure continuous access to their systems;
• Ensure effective & efficient internet service/maintenance for all offices;
• Assist in procurement process of IT equipment and software, & communications equip. for project& partners;
• Back up files;
• Maintain, update and populate LOKAL+ Website on a regular basis;
• Process technical data in support to M&E and update on-line database;
• Design, maintain and update format of technical database;
• Improve individual knowledge and practice of specific office and/or GIS software/systems for LOKAL+ internal staff, partner organizations through training and coaching;
• Design, update & deliver training modules on IT software/hardware management and/or maintenance;
• Conduct regular inventory of IT equipment located at LOKAL+’s partner communes and subcontractors;
• Ensure IT equipment and software at LOKAL+’s partner communes is well-functioning, maintained and upgraded.


Qualifications Requises

Diploma in computer sciences from a recognized university/college; no less than 5 years of experience in similar posts; experience w/international contractors (desirable); proven record of strong technical troubleshooting and problem-solving skills (effective help desk skills); fluency in French and able to communicate w/Headquarters in English; thorough knowledge of MS Windows (8 PRO, 7 PRO, XP, Vista, etc.); knowledge of network hardware and protocols; knowledge of MS Office, including Office 2010 and Outlook; ability to communicate clearly and make presentations; customer service oriented, easy to work with; very good inter-personal skills with an adaptable approach to work and a ‘can do’ attitude; ability to work with little direct supervision, take responsibility and follow-through on assignments; good time management, & proactive in approach; flexible, resourceful, positive attitude, and patient; exercise discretion in the management of information and users data.
