Introduction

The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of UMCOR Haiti’s Mission is to provide emergency response, early recovery and transitional development assistance in earthquake affected regions of Haiti. The Quality & Accountability Technical Advisor (QATA) oversees the technical development and implementation of the comprehensive monitoring and evaluation plan for UMCOR programs in Haiti.


Fonctions

The QATA provides leadership on monitoring and evaluation of all UMCOR Haiti programs, develops, supports implementation and tracks progress of the M&E plan in meeting UMCOR in Haiti’s program objectives and goals as well as ensuring donor compliance. He/she identifies or develops appropriate data gathering tools, trains staff in best practices and the tools for data collection and data input, and assists staff in the analysis of data collected toward improving project design and impact.
Serves as a member of the program team and active participant in the Senior Management Team (SMT)
PRIMARY RESPONSIBILITES
• Primary responsibility for updating and amending the existing four year monitoring and evaluation plan and tracking progress in meeting its objectives. Prepares annual M&E plans from the four year project M&E plan.
• He/she identifies or develops appropriate data gathering tools, trains staff in using the tools and data collection, prepares data bases and trains sector staff in data entry, and assists staff in the analysis of data collected toward improving project design and impact. Maintains the official central data files (quantifiable data in excel, access or other data formats) which are the sources of data used to prove progress on indicators within the M&E Plan reports.
• Coordinates and leads multi-sectoral assessments, provides support to sectoral teams doing single sector assessments.
• Provides technical expertise in choosing indicators for logical frameworks and M&E plans and detailing methodologies to ensure data collected aligns with organizational, project objectives and measures outcome and impact.
• Facilitates analysis of data with staff, primary responsibility for preparing terms of reference for consultants for external evaluations/assessments.
• Primary responsibility for preparing comprehensive reports required for project baselines, mid-project and end of project internal evaluations including: methodology used, implementation, data collected, results of analysis of data, lessons learned and best practices for internal and external sharing.
• Facilitate mid-year and annual review processes, including presentation of M&E plan progress report for mid-year reviews and annual plans and assist in writing reports of these events.
• Build capacity of staff and partners in the development and use of logical frameworks, data collection and management, data analysis and results oriented programming. Hold regular review/discussion with project teams, according to milestones reached in the M&E plan, help them extract lessons learned, introduce appropriate modifications, if required. Gather lessons learned.
• Make regular field visits prior to staff implementing surveys, during implementation to spot check data collection and give additional instruction and between major M&E events to spot check data gathered, verify project progress. Prepare visit reports with recommendations for ways to improve application of M&E plan. Disseminate the reports as appropriate in consultation with the Deputy Head of Mission, Program.
• Draft monthly progress reports from sector reports
• Maintain report timetable, remind sectors as report dates approach, edit sector drafts of donor narrative reports so they can be submitted in a timely way.
• Coordinate compilation and dissemination of annual and quarterly program progress reports, assist in preparation of program material for auditors.
• Act as a focal person for documentation of best practices for internal and external sharing.
• Maintain UMCOR Haiti program central project files, media and photo files and ensures new material added routinely and well catalogued for retrieval.


Qualifications Requises

Bachelor’s degree preferably in, social sciences, development studies, statistics, economics, or related field. Master’s degree preferred.
3-5 years of experience in the design and implementation of M&E in development projects implemented with national/international NGOs or Government

• Experience in designing data gathering (survey) tools and preparing strategies for data collection, and analysis
• Expertise in Excel, Word, PowerPoint presentations and statistical software
• Strong training & facilitation skills
• Solid experience in gathering, analyzing and interpreting complex data information.
• Excellent written and oral communication skills.
• This position requires strong detail orientation, a positive work ethic, strong interpersonal and organizational skills, and a teamwork ethic. It is a service position to support the work of the organization teams so openness to problem solving and capacity building is essential.
• Language Requirements: Fluency in written and spoken English and Creole.
• Fluency in French a plus.
