Global Project Summary: Health Policy Project
Futures Group is the lead partner on the Health Policy Project (HPP), a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID). The project’s HIV activities are supported by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). To implement HPP, Futures Group collaborates globally with CEDPA (part of Plan International USA), Futures Institute, Partners in Population and Development, Africa Regional Office (PPD ARO), Population Reference Bureau (PRB), RTI International, and the White Ribbon Alliance for Safe Motherhood (WRA). In Haiti, the HPP partnership is Futures Group and RTI.
Globally, HPP contributes to improved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems in a multi-sectoral context. HPP focuses on the policy aspects of health and other social sectors, often in a multi-sectoral context. We also assist countries to improve health outcomes by addressing barriers due to gender inequalities, socioeconomic status, stigma and discrimination, operational issues, and other factors that prevent people from seeking the health and related social services they need. In Haiti, HPP has been asked to implement the USAID-funded for the Aksyon Kolektif pou Sekirite kont Eksplwatasyon (AKSE) Program which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. AKSE was previously implemented by CARE International. HPP will build on the work of the previous project from March 2014 through at least September 2015, with potential for extension.
Fonctions
Position Summary
Under the technical supervision of the Finance Manager and the Deputy Director of HPP Haiti / AKSE the Billing Accountant will be responsible for effectively managing the process of financial transactions on behalf of the USAID funded project HPP Haiti / AKSE. S/he will be responsible for entering accounting data in the preparation of payments for verification, validation, and approval for the disbursement of checks.
Key Responsibilities
• Ensure timely and accurate processing of all financial and accounting transactions under the HPP Haiti AKSE project
• Verify the accuracy and compliance of coding of documents received from the Finance Manager (Charge codes, GL codes, etc)
• Enter transactions in the financial management system of Futures Group
• Record payments according to the accounting and financial procedures of Future Group in monthly field vouchers as well as internal registers
• To transmit and monitor payment files for verification and validation to the Finance Manager
• To transmit and track records of payment for approval or signing checks with authorized signatories in Futures Group at the approval threshold applicable
• To transmit duly signed checks to the account and inform the beneficiary of the availability of their payment
• Inform the Deputy Director- Operations and Grants Manager of disbursements made on behalf of partners when it comes to grants
• Share a copy of the confirmation of payments with the Grants Manager when it comes to cash or in kind grants
• Ensure and maintain the classification of project accounting records according the ranking system of finance Futures Group
• Support requests from the Finance and Operations teams
• Monitor transaction entries to the account that have been incurred but not yet processed/disbursed and include them in the monthly reconciliation form
• Assist the Finance Manager in monitoring the reconciliation reports
• Assist the Finance Manager in the preparation of monthly cash forecasts for submission to HQ t
• Perform any other duties as requested by their supervisor according to their ability
Qualifications Requises
• Bachelor’s degree in accounting or management
• At least 3 years’ experience in accounting or management
• Demonstrate a good understanding of general accounting principles
• Demonstrate a good understanding of USAID’s financial policies and procedures
• Demonstrate a sense of confidentiality and discretion
• Courteous and dynamic
• Demonstrate a good understanding of excel
• Ability to work and function under pressure
• Ability to work independently and have a team spirit
