Global Project Summary: Health Policy Project
Futures Group is the lead partner on the Health Policy Project (HPP), a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID). The project’s HIV activities are supported by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). To implement HPP, Futures Group collaborates globally with CEDPA (part of Plan International USA), Futures Institute, Partners in Population and Development, Africa Regional Office (PPD ARO), Population Reference Bureau (PRB), RTI International, and the White Ribbon Alliance for Safe Motherhood (WRA). In Haiti, the HPP partnership is Futures Group and RTI.
Globally, HPP contributes to improved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems in a multi-sectoral context. HPP focuses on the policy aspects of health and other social sectors, often in a multi-sectoral context. In Haiti, HPP has been asked to implement the USAID-funded for the Aksyon Kolektif pou Sekirite kont Eksplwatasyon (AKSE) Program which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. AKSE was previously implemented by CARE International. HPP will build on the work of the previous project from March 2014 through at least September 2015, with potential for extension.

Position Summary
HPP is seeking a Senior Monitoring and Evaluation (M&E) Advisor for the HPP AKSE project, which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. Under the direction of the HPP AKSE Chief of Party (COP), the incumbent will provide oversight for the program’s planning, monitoring, evaluation, and knowledge management activities. S/he will also be expected to represent HPP AKSE in meetings with country stakeholders and partners. This is a full-time personal service contract based in Port-au-Prince for an initial 16-18 months, with the possibility of extension subject to availability of funds.
Key Responsibilities
Strategic and Technical Guidance on Planning, Monitoring and Evaluation
• Provides expert advice and guidance to HPP AKSE technical and program staff to ensure that monitoring and evaluation is integrated in all programs. Provides technical expertise on complex M&E problems;
• Keeps abreast of the latest evaluation theories, principles, and techniques. Maintains a repository of these approaches and distributes them to peers and superiors. Participates in the development of HPP AKSE standards and instructions relative to M&E activities, and in planning, organizing and managing training in performance monitoring and evaluation;
• Implement M&E frameworks and mechanisms to monitor and assess HPP AKSE’s principal interventions;
• Oversee the program’s M&E process to assess the progress made against proposed goals and indicators and the sustainability of practices, behaviors and changes supported by HPP AKSE;
• Incorporate and foster participatory planning and monitoring by training and involving project implementing partners in the M&E of activities;
• Conduct regular trainings for HPP AKSE team members and stakeholders on relevant M&E systems and methods;
• Represent HPP ASKE in performance and activities implementation meetings with USAID, GOH entities, sub-grantees, and program’s participants; and
• Orient ASKE staff on HPP M&E procedures
Performance Monitoring Management
• Manage and maintain the project’s M&E system, including the development of performance indicators, milestones and baseline conditions within USAID guidelines;
• Develops standardized reporting systems including any computer-based support that may be required, performance monitoring approaches, and evaluation of project activities among project partners;
• Working with the project team members ensure that data generated by implementing partners is disseminated and used for program decision making;
• Ensures successful implementation of performance monitoring plan and achievement of project milestones;
• Works to institutionalize the use of M&E findings in operational decisions by project managers, and in strategic programming, policy and budgeting decisions;
• Supervise the collection, analysis and reporting on performance indicators by other team members and project counterparts; and
• Regularly review and update the project’s M&E plan in collaboration with HPP HQ staff
Data Collection Quality and Control Oversight
• Oversee the program data quality and control activities. Develop data collection review and control tools;
• Ensure that all local implementing partners incorporate and integrate all technical standard operating procedures to ensure collection and reporting of good quality information; and
• Conducts Data Quality Audits on all indicators to determine if there are any data quality issues
Program Research and Reporting Coordination
• Elaborate M&E policies and develop studies, policy papers and research to inform HPP AKSE’s interventions;
• Undertakes analyses of monitoring data to derive lessons for improvement and make recommendations;
• Prepare consolidated progress reports for project management for submission, in accordance with approved reporting formats and timing including quarterly and semiannual reports; and
• Produces performance monitoring reports and other summaries requested;
• Follow HPP Semi Annual Reporting (SAR) requirements including preparation of narrative reports and submission of results into the HPP Results Database
Qualifications Requises
Qualifications
• Masters Degree in Public Health, Demography, Development Studies, or related field;
• At least 7 years of experience in program planning, monitoring and evaluation for USAID or other NGOs implementing human rights or development programs.
• Experience in quantitative and qualitative evaluation methods.
• Experience working with international agencies, NGOs or GOH entities implementing women and/or children protection programs.
• Experience with M&E reporting, conducting analysis, presenting data findings;
• Experience building capacity of local partners to conduct monitoring and evaluation of project activities, and analyze/ present/use the data to inform program decision making;
• Knowledge of USG rules and regulations;
• Prior experience working on USAID or other USG-funded projects desired;
• Excellent computer skills: word processing, spreadsheets, report writing skills; and
• Good interpersonal skills as well as strong oral and written communication skills.
