Fonctions

Job Summary
The Safety and Security Manager implements the Haiti Country Office’s safety and security and vehicle management systems, ensuring close monitoring and continuous improvement of them. The Manager ensures compliance with relevant Save the Children policies and procedures, orients staff and builds staff capacity to prevent and respond to safety and security issues, maintains and improves safety and security and procedures, ensures relevant communication and documentation, conducts security assessments, analyzes incident reports and security updates, provides direct safety and security management support to CO programs, and supports emergency response and crisis management.
Duties and Responsibilities
Security System Management
• Monitor internal safety and security related organizational systems and assist Country Director in further development and institutionalization of related internal policies and procedures, in coordination with Global Safety and Security;
• Monitor security updates and incident reports and inform the SMT of significant events or trends;
• Maintain close relationships with other safety and security actors in country, monitor security updates and incident reports and inform the SMT of significant events or trends;
• Review and gather appropriate security related information and share it with appropriate staff
• Provide safety and security briefings/debriefings and orientation to SC staff and travelers;
• Design and implement trainings to improve the skills and capacities of staff and safety and security focal persons (SSFP), and SC staff.
Field Office Safety and Security Support
• Regularly review Field Office safety and security management plans / related SOPs and make recommendations for improvement;
• Analyze results of assessments to determine areas where there are compliance issues. Follow-up with staff to develop and implement improvement strategies;
• Provide feedback to field staff in response to inquiries;
• Ensure timely incident reporting, review incident reports, collaborate and liaise with security partners and monitor follow-up activities;
• Coordinate communications and support for Safety and Security Focal Points.
Direct Security Management Support in Emergency Response
• Ensure security management in emergency response procedures is appropriate;
• Deploy to the site of the operations to establish and monitor standing procedures and security management capacity;
• Provide support to the sector managers deployed to program sites.


Qualifications Requises

QUALIFICATIONS & EXPERIENCES
 Bachelor’s degree or relevant equivalent;
 At least 5 years’ experience in security management and/or crisis management in an overseas environment (experience in countries with similar security risks highly desirable);
 At least two years’ prior experience in fleet management;
 Experience in training adults using modern methods; completion of training facilitator’s course preferred;
 Experience in a multi-cultural environment necessary;
 Experience in conducting assessments necessary;
 Ability to travel up to 50% of the time.
