Job Summary
Lead the process of Emergency Preparedness Planning (EPP) for Save the Children International
Haiti according to the prevailing conditions in Haiti.
Fonctions
JOB RESPONSABILITIES, DUTIES AND TASKS
- Following Save the Children’s guidelines for emergency response planning, identify appropriate
members to participate in EPP planning and organize Emergency Preparedness Planning
workshops as necessary;
- With input from members of SCI Haiti, collect data, gather information, complete an analysis of
prevailing conditions and revise SCI Haiti’s Emergency Preparedness Plan at least every 6
months (more frequently if political, climate conditions require);
- Update the trigger indicators of the EPP as necessary;
- Disseminate the revised EPP within SCI Haiti and among Save the Children members, Regional Office;
- Plan and organize training sessions in humanitarian standards (eg. Humanitarian Principles, Sphere Standards, Humanitarian Accountability Framework, Gender in Emergencies, Conflict
Sensitivity, Do No Harm, Principles of Partnership, Safety and Security etc.) and engage support to build the capacity of SCI Haiti to respond to emergency;
Ensure emergency project implementation in compliance with all, contractual and statutory requirements and agreements by donors and government in collaboration with the relevant
Sector managers.
- Manage staff and resources, develop and follow work plans, design and apply procurement plans, oversee activities in the field to ensure standards are met, supervise staff to ensure; compliance with applicable regulations and ensure timely implementation of any emergency
projects within budget;
- Responsible for preparation and timely submission of final narrative project reports and to ensure submission of timely and accurate financial reports as per the agreements and
regulations;
- Identify and mitigate risks against the timely and complete implementation of emergency response;
Promote awareness of and adherence to minimum humanitarian standards Emergency Group
(Geneva) in Humanitarian Principles, Sphere Standards, and Humanitarian Accountability;
- Framework, Gender in Emergencies, Conflict Sensitivity, Do No Harm, Principles of
Partnership are adhered to at all times and accountability to both donors and beneficiaries;
Represent SCI Haiti in relevant emergency forums within the country/region
- Participate on behalf of SCI Haiti in emergency capacity building consortium and other relevant consortiums and inter agency working groups (IAWGs);
- Attend regular cluster/TWG meetings on regular basis and as per needs arising in some cases
In collaboration with relevant sectors, coordinate emergency response activities with
disaster risk reduction, education, child protection, health, resilience, and livelihood development activities;
- Work with the project management teams to ensure timely and quality implementation of
emergency related activities within other projects and programs, provide timely inputs in reports;
- Coordinate emergency projects with other projects within a longer-term programs approach to
support adaptation to climate change, build resilience to future disasters, save lives and
livelihoods, reduce suffering, and lift beneficiaries out of poverty.
Qualifications Requises
QUALIFICATIONS & EXPERIENCES
Master Degree in disaster response or any related social sciences;
Minimum of 10 years’ experience in humanitarian/emergency related programming, with at least 2 year at leadership level; Possess additional trainings in minimal standards in emergencies and have a good understanding of both rapid and slow onset disasters;
Competencies: at a minimum good people management skills with ability to supervise by proxy, team player, budget management, good communication skills including report writing
skills and analytical skills;
Bilingual (written and spoken English and French). Haitian Creole desirable.
