Haitian Red Cross in collaboration with American Red Cross is looking for his Program “Gran No Pi Djanm”:
(2) M&E and Data Entry Officers
Grade 6 / Level 1 / Zone Northeast –Northwest
Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and also through external partners.
The HAP North Community Based Integrated Program (NCBIP) has the aim to increase community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Water and Sanitation and Livelihoods. Thus, the ARC Haiti Delegation is seeking for an experienced Field Monitoring/Data Entry Officer to oversee the monitoring and evaluation functions of the Northwest field office
Fonctions
The ‘M&E and Data Entry Officer’ under direct supervision of ‘M&E Manager’ and in close consultation with the Regional Technical team will be responsible for the duties and responsibilities as mentioned below;
Specific duties and accountabilities
The duties and responsibilities of the M&E and Data Entry Officer include but are not limited to:
- Participate in the M&E design workshops, baseline, end line and contribute to the development of M&E system of Northwest Program together with Project Staff and M&E Manager
- Work together with M&E Manager and Project staff to develop and implement relevant monitoring tools, forms and formats for monitoring outcome and output indicators, beneficiaries and other relevant M&E information. Translate these tools into appropriate local language after they are final in English.
- Be well familiar with the M&E framework, its indicators, their definitions , calculation methods and tools and forms, and guide the project staff to collect, compile and store data accordingly
- Assist GIS team to collect and furnish relevant data for GIS mapping and presentation
- Be responsible for keeping track of ITT table; ensure that all relevant output and outcome data are collected routinely (on quarterly basis) to report to the ITT from the field office.
- Ensure that all reported data have supporting documents for verification purpose.
- Ensure that M&E protocols and standards as developed by AMEL Unit are followed in the design, implementation, storage and maintenance of M&E system.
- Be responsible for collecting beneficiary data reached by the project following the Beneficiary Count Guideline (to be developed later) and ensure quality, storage and maintenance of data in an appropriate manner.
- Conduct regular field visits and collect qualitative information, success and case stories and report to Project team and M&E Manager.
- Actively participate in any baseline, end line, evaluation or small studies and contribute to its organization, data collection, analysis and reporting as needed
- Conduct field visits to partner projects together with the Project staff, as necessary, and provide feedback and reports on their works on regular basis (if assigned to partners’ monitoring work)
- Actively participate in participatory monitoring processes and others mechanisms initiated by AMEL
Qualifications Requises
Requested Qualifications:
- Minimum of a University degree in Business Administration, Social Science, Economics or in any related field.
- 4 years of progressive responsibility in relief and development programs, including significant time in performing monitoring and evaluation functions
- Familiarity with principles and current approaches to monitoring and evaluation of relief and development programs using both quantitative and qualitative methods;
- Ability to meet deadlines in multiple tasking environments;
- Knowledge of word processing, spreadsheets, data entry and analysis packages and data bases like MS Word, Excel and SPSS);
- Report writing skills
- Ability to work effectively in a team-oriented environment
- Proficient in French, Creole and a working command of English suitable for technical field work.
