We are seeking a Chief of Party (COP) Candidate for the USAID-funded ToTAL project in Haiti. The objective of ToTAL is to assist the MENFP to develop and test an instructional model for improving early grade reading skills in Haitian Creole and French in the three development corridors identified by USAID/Haiti as priorities for their programming. RTI works with Haitian education authorities and stakeholders to develop the reading curricula, materials, and instructional methods, as well as the teacher training and support needed to successfully implement them.

Responsibilities and Duties
With support from the field-office and home-office staff, the COP will hold ultimate responsibility for project logistics, personnel, operation, finances, schedules, and deliverables.
In addition to the general project oversight, the COP will be directly responsible to do the following.
• Appropriately and in a timely manner inform MoE, USAID, school directors, and other appropriate stakeholders of project direction, dates, events, and status updates as needed.
• Ensure close collaboration and consensus with Ministry representatives on the content and pedagogical approach of the ToTAL project.
• Represent RTI in presenting the project direction, status, and study results at meetings, events, and conferences as needed.
• Advise and consult with the relevant government counterparts on project-related issues
• Organize and, when appropriate, host the Platform
• Ensure that appropriate communications of key activities of project (e.g., trainings) are made public in ways that are appropriate for the project and for clients
• Provide technical guidance regarding measurement and evaluation, assessment, curriculum development, partner management, and operations.
• Manage select operations and/or technical field-office staff.
• Review and approve budgets.
• Support the timely and quality completion of program technical, financial and subcontract deliverables.
• Conduct weekly meetings of Haiti staff and ensure that meeting memos are shared appropriately and in a timely manner.
• Obtain USAID (Haiti and DC) and MENFP approval on the approach, structure, and example materials for Creole and French
• Develop policy dialogue plans; hold policy dialogue event(s).
Qualifications Requises
Required Skills and Qualifications:
• Masters and nine years experience or Bachelors and twelve years of relevant field management experience with knowledge of international education programming. Detailed knowledge of teacher training and systems needed to support reforms in teacher training at pre-service and in-service levels.
• Demonstrated experience managing projects, processes, and teams. Ideally, experience as a manager of similar programs in Haiti, and a Master’s or higher degree in a related field.
• Fluency in English and French required. Fluency in Haitian Creole highly desirable.
