SCMS-Haiti is seeking for Project Manager for a Relocation Project


BACKGROUND :

The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. Currently, the project serves sixteen in countries field offices that provide significant technical assistance to supply chain organizations in strengthening their capacity to manage national supply chains for medicines and laboratory equipment and consumables essential to strengthening public health systems. Effective management of medical and pharmaceutical wastes is a key priority within the SCMS project and is likewise central to successful public health systems.

The USG is committed to aligning with the Government of Haiti’s vision for an integrated, unified supply chain. In the short to medium term it intends to integrate the USG funded supply chains as a first step toward the national integrated supply chain system. This proposal outlines the main requirements to consolidate two USG funded supply chains, notably the HIV/AIDS supply chain, managed by SCMS and the family planning supply chain currently managed by LMS. The project will occur in two phases:

Phase I Will address management and construction supervision of a 6,000 m2 new warehouse and 320 m2 new offices currently under construction in the Fleuriot Industrial Park is due by July 1st, 2014.

Phase II The co-location of LMS and SCMS supply chains to the new Fleuriot warehouse in preparation for phase three, the full consolidation of both supply chains into a single pharmaceutical grade facility.

The objective of this exercise is the rationalization and integration of the two supply chains under the sole management of SCMS. Supply chain functions to be rationalized and integrated include systems, warehouse operations, human resources, supervision, technical assistance, quantification, distribution and customs clearance.


Fonctions

OVERALL RESPONSIBILITIES:

SCMS Haiti is soliciting the services of a Consultant – Project Manager In support to SCMS’ Co-location and Harmonization project, the Consultant - Project Manager to manage and supervise the Co-location and Harmonization project of both LMS and SCMS supply chain management systems into its new facility in Fleuriot. The project manager will be responsible for the planning, coordination, implementation and monitoring of project.

The 2 main components of the project are:

1. The coordination and monitoring of the preparations for the Fleuriot the new warehouse, to attain PharmaGrade standard, due for completion and occupation by July 1, 2014
2. The planning, coordination, execution and supervision of the relocation of the two projects LMS and SCMS in the new warehouse.

Reporting to the Country Director SCMS HT, the Project manager will provide strategic planning, technical support, coordination and supervision to SCMS-LMS Co-location and consolidation project.


SPECIFIC RESPONSABILITIES:

More specifically the Project Manager will provide the following:

Strategic Planning:

1. Provides project management and strategic planning to SCMS-LMS Co-location project for the completion of the construction of the new warehouse in Fleuriot, and the management and administration of project activities of both SCMS and LMS supply chains in preparation for the integration and harmonization of both the HIV/AIDS and Family Planning chains ensuring compliance with MSH/SCMS management, technical and administrative guidelines. The Consultant will identifies the strategies and approaches to efficiently and effectively manage the project and in a timely and cost effective manner.

2. Supports SCMS’ Management in developing and implementing a strategy for the planning, management, administration and implementation by SCMA of the Co-location project.

3. Plan, organize and coordinate with SCMS management and COMU the relocation and move of SCMS office to the new MSH Office in Tabarre.

Technical Support:

1. Develops project plans, implementation schedule, timeline, budgets and any other pertinent documents necessary for the efficient and timely implementation of the project in French or English as required.

2. Maintain a complete project administration and documentation systems for the different phases of the project (in English and/or French), including but not limited to the preparation of the new warehouse and the colocation of the SCMS/LMS supply chain management systems.

3. Fully use and comply with acceptable project management tools, including MS projects as a means to track, monitor and control the implementation of the project. Insure that all project documentation is complete and in accordance with MSH standards and procedures.

4. Manage the project’s consultants retained by the project, monitor and supervise their contracts, progress and quality of work and ensure that their deliverables are submitted on time. Haïti

5. Provide administrative and technical support to the SCMS team as required.

Follow-up and Coordination:

Organize and coordinate routine and ad-hoc meetings with various stakeholders, both at the field level during construction and relocation and at the project management level. More specifically,

Provide management and administrative leadership to the project and recommend, as necessary solutions for the effective and efficient implementation of the project.

Work in close collaboration with other members of the SCMS and LMS teams and MSH Country Project Support Unit. Assist in the development and implementation of procedures to ensure that project achieves its goals and is completed on budget and on time. Develop and establish an effective system of supervision and quality control of the entire execution of the project.

Recommend to SCMS Management as well as the other members of the Co-location team best practices for the development of a methodology and execution plan for the project.

Assist in the preparation and supervision of the projects activities, schedule, budget, and implementation plans in order to maintain complete and updated project documents.

Prepare as required activity and progress reports. Ensure the follow and coordination of all reports to be submitted prepared by SCMS and any other correspondence provided by partners, consultants and other reports submitted by others.

Communicate and coordinate the management, administrative and financial aspects of the co-location of both SCMS and LMS supply chains.

Ensure that all field activities, information, and reporting of the project closely follows the progress of the work and reflect the work plan approved by management.

Verify and recommend all project expenditure to be submitted for payment.

The Consultant – Project Manager will responsible for the following:

a. All project documents
b. All reports and minutes of meeting held by the project
c. All project management and administration files
d. All technical documents, plans, specifications, schedule and cost of the project

All project documents above will be prepared in English or in French as required.


Qualifications Requises

QUALIFICATIONS & EXPERTISE:

• Higher university education in management strongly recommended
• Training in management and administration of projects
• Experience in planning, development, administration and implementation of projects
• Fluent in French language and English
• Minimum 5 years of experience in project management
• Knowledge of supply chain management is a plus
• Computer skills in Microsoft Office, Word, Excel, and database management required.
• Excellent verbal and written communication skills and the ability to interact professionally and communicate clearly with a diverse team, as well as executives, managers, and subject matter experts.
• Experience in supply chain and logistics, preferred.
• Effective operator in multi-cultural environments

Computer proficient - ability to extensively use computer tool and in particular MS Project

Team Work - ability to interact with, establish and maintain good working relationships with other members of the team.
