Introduction

The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti. The Senior Operations Manager works under the UMCOR Haiti Head of Mission to lead the related units of logistics, procurement and security to support all UMCOR Haiti programming. The procurement unit also shares reporting with the Finance Director.


Fonctions

ESSENTIAL FUNCTIONS:
The Senior Operations Manager supports operations in UMCOR Haiti with the highest integrity, including overall management, strategy, implementation and quality enforcement of the logistics team, maintenance, security, and procurement activities. The Senior Operations Manager is responsible for enforcing all of UMCOR Haiti’s operating procedures with regard to quality control, conflict of interest policies and other politics outlined in the UMCOR Haiti manuals. This position is part of the Senior Management Team and requires close cooperation with all program sector and other UMCOR Haiti work units. It requires open communication, teamwork, initiative, responsiveness, attention to detail, and effective liaison and diplomatic skills with relevant Government of Haiti authorities and other external partners. This position will directly build the capacity of the Logistics Manager as the deputy in the unit.

PRIMARY RESPONSIBILITIES:
• Lead overall operations for UMCOR Haiti including logistics, security, procurement, maintenance and other operational needs of the mission in order to meet emergency response, early recovery and transitional development programming, as well as develop mission operational capacity.
• Render and establish policies and procedures in conjunction with HoM and make more efficient all related systems and operations to ensure the cost effectiveness and transparency.
• Take part in updating job descriptions for the unit, and recruitment processes as required.
• Directly supervise the Logistics Manager and give input to the performance evaluation of the Procurement Manager in line with UMCOR policies and procedures.
• Coach the Logistics Manager to increase his capacity in logistics technical work, as well as his supervisory skills in managing the storekeeper, head driver as well as cleaning staff.
• Support the work of the Procurement Manager by coordinating the logistics functions with the procurement needs, suggest improvements to the procurement policy and procedures and centralized procurement planning in coordination with the Procurement Manager and Finance Director.
• Participate in bid selection committee as required. As with all procurement committee members monitor the process and participate in lesson learned to improve the process.
• Develop a system of regular security briefings for UMCOR Haiti, training in security policy and procedures and testing routinely of the security phone tree, and safety equipment. Monitors condition of safety equipment and ensures it is in good working order and staff trained on its use.
• Overall responsibility for negotiating and managing all service contracts and agreements for assigned services; obtaining HQ approval and legal advice as necessary.

• Ensure all related business functions are in compliance with UMCOR’s standards, policies and procedures.

• Develop a database of suppliers in Haiti and the United States to meet current and future services, for the needs of programs and necessary items, analyzing and providing key factors affecting various goods and services.
• To produce and submit monthly reports to the Head of Mission and Finance Director covering unit activities.
• Produce and submit other reports on activities as requested by the Head of Mission or Finance Director.
• To participate and be the lead contact with the UMCOR shared security advisor as well as related UN cluster meetings, ACT Alliance Security meetings and other relevant security or operations coordination groups.
• Be the focal point to the Government of Haiti for NGO registration, including leading the process of updating NGO documents and annual application for the Franchise (Duty Free Status) including formulation and submission of importation list and knowing what other government documents are needed for NGO operations in country.
• Participate actively in senior management internal team meetings.
• Other duties as assigned by the Head of Mission.


Qualifications Requises

Qualifications required
 University degree of Management/Gestion
 5 to 8 years of working with NGOs or other non-profit agencies
 5 years of experience minimum of work in managing Operations
 Good knowledge of Microsoft Excel and Microsoft Word and other software application
 Capacities of reading, writing and to speak usually Creole, French and English  Able to work in a team.
