Introduction
On the heels of the tragic earthquake of 2010, J/P HRO mobilized a rapid and effective response to save lives and to manage the Pétion-Ville Camp, which swelled to nearly 60,000 displaced earthquake survivors. J/P HRO quickly expanded its services in step with the needs on the ground, working to revitalize local Haitian communities through focused programs including: camp and relocation management, medical clinics, education, community development and livelihoods and engineering, rubble removal and reconstruction. Summary:
J/P HRO directly finances and manages a school which currently serves 213 children from Kindergarten through Grade 6. The school is comprised of children who previously lived in the Petionville Camp for Internally Displaced Persons (IDPs) where it provided a quality and free education to school-aged youth affected by the January 2010 earthquake. The J/P HRO Education Program is seeking a qualified Deputy Project Manager to oversee the operations of Ecole de l’Espoir, including strategic planning, budget execution and management, personnel management, partnerships, administrative responsibilities and other areas associated with school administration. The Deputy Project Manager will encourage information sharing between Ecole de l’Espoir and schools in the Delmas 32 micro school district and adoption of best practices. S/he will oversee compliance and legal issues (ex: school registration and recognition, consideration for government subsidies, etc.). S/he will also develop the capacities of the Ecole de l’Espoir administrative and teaching staff to provide quality education in a safe learning environment.
Fonctions
Under the supervision of the Deputy Education Project, the responsibilities of the Deputy Education Project Manager are as followed:
• Develop work plan for Ecole de l’Espoir with school Principals and Education Project Manager and oversee its implementation;
• Develop Ecole de l’Espoir annual budget with school Principals and Education Project Manager;
• Directly manage and support the school Principals;
• Work with Principals to design school policies;
• Manage and support the daily input of the school attendance and grade database and oversee monitoring and evaluation processes for the Ecole de l’Espoir;
• Conduct monthly trainings for Principals and administrative staff on budgeting, communications, human resources and related areas of school management;
• Develop relationships and maintain existing relationships with the Ministry of Education (MENFP) and corresponding local and national education entities;
• Develop capacity building strategies for school staff on curriculum development and instructional design;
• Assist school in development and support of the Urban Agriculture Project, Computer Literacy classes for students, school library literacy initiatives, and Solar Light Homework Initiative;
• Develop and support projects in Ecole de l’Espoir with other organizations, including teacher training, support to school administrators and early grade reading;
• Oversee all grant expenditures, petty cash expenditures, procurement requisitions, and facilities expenditures by and for Ecole de l’Espoir;
• Coordinate planning and design of WASH, psychosocial and other support trainings and activities with Education team;
• Directly manage and support the Education Assistant for the Ecole de l’Espoir
• Write regular progress reports on the Ecole de l’Espoir and other reports and assessments as requested;
• Support Principals to strengthen the parents club;
• Complete other tasks as requested by the Education Project Manager.
Qualifications Requises
• Master’s in education or administration
• Three to Five years of experience in school management and the Haitian education system (including MENFP, academic institutions and Government of Haiti policies and programs)
• Excellent verbal and written communication skills
• Strong budget development and financial management skills
• Good training, facilitation and networking skills
• Experience in Project Cycle Management and experience with community-driven approach
• Good analytical and organizational skills
• Capacity to work in multi-cultural environment and in a high pressure environment
• Highly motivated and able to manage numerous activities, responsibilities and personnel (multi-tasking)
• Demonstrates a passion for youth education
• Strong organizational and time-management skills
• Respect for J/P HRO core principles and values
