Program Overview
Partners In Health/Zanmi Lasante is seeking a Program Coordinator for the USAID/Haiti Health Systems Strengthening and Service Delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the three-year (with option of a two-year extension) SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.

Overall Responsibilities
The Program Coordinator is the primary financial and administrative officer of the contract, leveraging the support of the Program Assistant and Finance Administrator to accomplish key project activities. S/he ensures that all budgets, expenses as well as program procurement activities are all carried out according to USAID and PIH/ZL standards and regulations, and that financial functions support the timely and effective implementation of the project’s technical scope of work.
S/he must understand the details and overall strategy of the project, and link the needed human, financial, and logistical resources used by project management with their financial implications. This includes but is not limited to working with PIH/ZL’s management staff in charge of the SSQH operations, contracts, procurement, accounting, and human resources to report financially and narratively on program activities.
S/he liaises with contract partners and with PIH/ZL’s headquarters regarding any aspects of program implementation related to expense and narrative reporting, expense approval, and reimbursement processing. S/he will serve as PIH/ZL primary point of contact with Pathfinder’s finance/compliance contact(s) to assure compliance with USAID regulations, and that contract reporting agreements with Pathfinder are met by both parties.
Specific Responsibilities
1. Lead program annual budget development process. This includes managing the, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets.
2. Submit timely financial reports each month to Project Lead and Pathfinder point of contact for reimbursements
3. Ensure that all reimbursement requests come with appropriate supporting documentation and are submitted in a timely manner
4. Act as a signatory for program expenses.
5. Ensure the consistency, inclusion and accuracy of costs and that they comply with PIH/ZL’s and USAID’s policy, where appropriate; and work with staff in developing budgets for technical activities as necessary.
6. Develop and maintain systems for program expenditure monitoring and tracking. Provide routine pipeline analyses to the Project Lead and USAID.
7. Provide any ad hoc reports requested by USAID or the Contractor.
8. Review routine financial analyses completed by Finance Administrator along with Project Lead, Program Assistant, and Program Officer.
9. Implement standard procedures and forms that promote and/or ensure program compliance with the program’s terms and conditions, and that ensures program spending provides the best value.
10. Ensure that required reports are submitted on time and in compliance with USAID’s standards.
11. Troubleshoots financial aspects of program implementation with Finance Administrator to facilitate activities
Qualifications Requises
1. Masters-level degree in public administration, financing, economics, accounting, or a related field.
2. Minimum eight (8) years’ experience in financial management of international development projects, preferably in Haiti with three years in similar management position.
3. Experience with USAID work plan budgeting, expenditure monitoring, pipeline analysis, cost sharing and financial reporting
4. Extensive knowledge of USAID rules and regulations.
5. Grants management experience
