Protection Manager

MISSION

Partners In Health (PIH) is an international health organization committed to improving the health of the poor and marginalized. In Haiti, Partner’s in Health works alongside its sister organization, Zanmi Lasante in building local capacity and works closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change. Working in partnership with local governments, Zanmi Lasante delivers high-quality, comprehensive health care that saves lives while strengthening health systems and helping patients overcome socioeconomic barriers to good health. Ninety-three percent of the funds we raise go to our programs, which employ 13,000 people in the countries where we work.
Zanmi Lasante proposes to provide technical assistance for the Health Systems Strengthening contract (SSQH) in WASH, Child Protection and Nutrition activities in 2 contract areas, throughout the South, Southwest, West and Central areas of Haiti. Initially, Zanmi Lasante is expected to conduct a series of reviews, assessments of existing services and facilities, capacity of current staff and mechanisms in place related to WASH, Child Health, Protection and Nutrition.
Through these initial evaluations, Zanmi Lasante will then develop a way forward/strategic plan to accommodate the needs of facilities in catchment areas related to CHW training, curriculum development, WASH facility improvements. For the first year, Zanmi Lasante will target 20 facilities and 40 health providers in WASH, Child Protection and Nutrition.

KEY OBJECTIVES:

1. Increase number of people reached by a USG-funded intervention providing GBV services (e.g. health, legal, psycho-social counseling, shelters, hotlines, other)
2. Increased number of health institutions providing clinical assistance and referrals of child protection cases to appropriate legal and social services
3. Increase number of community and clinical health staff and community based actors trained to recognize and refer GBV and protection cases to appropriate legal and social services
4. Increased number of children reached by child protection services


Fonctions

TECHNICAL MANAGEMENT

• Determine current practices related to legal, economic and psychosocial services used by facilities when offering support to GBV survivors
• Determine current GBV referral system and make recommendations for how to improved/expand so that all facilities are using same methodology
• Evaluate existing (if any) protocols developed for child protection and GBV cases, make recommendations and set up trainings for facility staff and CHWs
• Determine if there is any curriculum available with MSPP for clinical staff for the identification and reference of GBV and Child Protection cases
• Conduct trainings to facility staff
• Build capacity of facility staff in maintaining systems in place for both GBV survivors and children faced with protection issues

STAFF MANAGEMENT

Manage and oversee assigned team including participation in recruitment, day-to-day management, development and training, appraisals, etc.

REPORTING AND M&E

Provide monthly report on activities achieved vs planned as well as provide data for reports developed for project. Support regular monitoring and evaluation assessments conducted against project objectives and to ensure the quality of the program.

LOGISTICS

Coordinate with WASH, Nutrition and Child Health managers planned trainings, team workshops, traveling to the field, etc.


Qualifications Requises

QUALIFICATIONS

Minimum of 5 years overseeing protection programming in both development and emergency settings
Minimum of 5 years of experience in community mobilization and capacity building of staff
Qualifications in health, social development or other supportive field
Experience working with national counterparts at both department and national levels
Able to develop and maintain effective relationships with colleagues, beneficiaries, other agencies and local authorities
Experience in curriculum and training development
Team-player with good inter-personal skills
Excellent communicator, able to share information with ease
Capacity to work under pressure and manage personal stress levels
Able to work effectively in a wide variety of situations
