Introduction

Under the direct supervision of Kore Lavi Knowledge and Learning Coordinator, the Monitoring and Evaluation Data Specialist (MEDS) is responsible for developing and maintaining an independent and systematic capacity of Kore Lavi program to effectively monitor the program progress in the program target areas. The MES maintains high level of coordination/collaboration with the program field staff and partners.


Fonctions

Job Responsibility #1 Maintain functional M&E system to track the progress of ongoing program interventions, and provide feedback to activities of the program
In coordination with KLC, project staff and partners, identify/refine tools for the data collection (data collection forms, methods etc.) . Bias towards participatory methods as much as possible, yet be strategic in choice of appropriate methods to collect information;
1. Oversee the process of data collection and management by designated staff and partners; When necessary, advice the engaged the project staff on suitable methods / procedures and coordinate the process of collating the information; Assist the M&E staff in fine tuning the procedures and generating monitoring reports;
2. Verify and analyze the information/data received from the project staff engaged in monitoring activities and partners.
3. Consolidate the program M&E data on a quarterly, semiannual and annual basis to ensure that PMP requirements are incorporated
4. Draft reports with consolidated data and recommendations for submitting to the Knowledge and learning Coordinator.
5. Maintain/update centralized program M&E database and follow up with program staff on the implementation of recommendations to improve data quality and data collection timeliness
6. In cooperation with KLC update data for CHAPM.% of Time: 50%

Job Responsibility #2: Monitor the technical integrity and quality of program activities
In coordination with other program staff ensure appropriate technical quality of implemented activities and control documentation/data provided by the program field staff, partners and others to prevent losses and misuse of data during all phases of program implementation.
1. When necessary, collaborate with identified governmental/nongovernmental authorities and partners to obtain any required data provided by a third party;
2. Obtain, and provide information (success stories, best practices, lessons learned) from the field to KLC for the organizational memory and knowledge management.% of Time: 30%
Job Responsibility #3: Develop and implement training modules for the program team in principles of M&E and its application in the program setting
1. In coordination with the KLC, prepare and deliver on the job trainings to program field staff on specific technical (M&E) issues (data collection, data quality assessment, etc.)
2. Act as a link between the Kore Lavi and CARE-HAITI other projects M&E staff to encourage sharing of information/data and pursue areas of potential collaboration; % of Time: 15%

Job Responsibility #4: Perform other duties as assigned. (tasks related to the emergency response requirements and other duties if needed) % of Time: 5%

Qualifications Requises

? Bachelor’s Degree preferably in Social or Human Science.
? A minimum of 3 years experience of working as M&E staff for internationally funded organization/project.
? Good knowledge of quantitative/qualitative methods of data collection and analyzing;
? Fluency in spoken and written English, French and Creole (required);
? Computer literacy in MS Office applications and data-bases (MC Excel and Access- required).
? Excellent communication and training skills; excellent organizational skills and attention to details; advanced interpersonal skills and ability to form and maintain cooperative working relationships with colleagues.

Conditions de travail

The MEDS will be based at CARE Haiti Office in Port-au Prince with up to 50% of time spent traveling to all program areas. Responsibilities sometimes dictate working after hours and weekends.
