Introduction
The Accountant is expected to support in the implementation of sound financial management practice in the country office by ensuring that country specific functions are applied for an efficient use of resources.
The accountant role requires a broad skill set including the ability to work strategically with project managers, prepare financial statements, make QuickBooks entries and facilitate other financial and administrative transactions. The post holder will have access to sensitive and confidential information and is expected to act with utmost discretion and integrity at all times in the performance of his/her duties.
Fonctions
• Ensure completion of monthly financial reporting deliverables accurately and on time. This will involve reconciliation of bank accounts and other balance sheet accounts.
• Ensure adequate support documentation of all financial processes that fall within the job description.
• Review cheque and cash payment requests to ensure proper and sufficient corresponding documents are attached, that all approvals/authorization are received before payments are made.
• Ensure that all financial transactions are promptly and accurately recorded in the accounting system.
• Follow up on all outstanding staff advances and ensure advances are cleared promptly.
• Support in the preparation of annual financial statements and checklists for all CBM and implemented projects including office activities.
• Maintain relationship with bank and follow up on bank charges enquiries, currency conversion and payment and transfer confirmations.
• Ensure that internal control procedures and donor regulations are followed for all cash and bank disbursements, receipts, transfers and include appropriate backup of supporting documentations.
• Process all approved payments requests for vendors /suppliers for goods and services received in a timely manner in coordination with logistics department.
• Ensure that authorization levels are respected in the approval of all payment requests prior to fund disbursements.
• Ensure the monthly payroll allocation entries are properly calculated, coded, and entered appropriately into accounting system.
• Maintain and monitor an effective filing system including but not limited to; bank documents; withdrawal slips, transfer records, bank statements, payment and receipts vouchers.
• Manage the preparation, circulation, filing and archiving of all accounting and financial documents in conformity with CBM procedures.
• Provide support in the preparation for external and internal audits and provide necessary financial information to auditors and visitors from the regional office as may be required and upon approval from the Head of Finance and Administration.
• Participate in training and assessment of Partner organizations and /or CBM staff members in financial management of grants and provide the needed information to facilitate management of partner grants as may be required.
• Support the analysis of partner financial statements and preparation of checklists, if needed.
• Work in direct liaison with the programme and logistics team and provide adhoc reports as may be required.
• Implement and contribute to the departmental objectives and work plans by ensuring that all deliverables are met timely and accurately.
• Make recommendations for enhancements to policies and procedures to create operational efficiencies.
• Other duties and responsibilities as may be assigned by the Head of Finance and Administration and/or the Country Representative.
Qualifications Requises
• University degree in Accounting and/or CPAH qualification.
• Solid knowledge of accounting principles, financial systems, budgets/cash flow monitoring and internal accounting controls.
• Proficiency in QuickBooks accounting software, excellent computer skills including spreadsheet, word processing, PowerPoint presentation, and email along with data entry experience.
• Good team player, high level of patience, flexibility and capacity to work with a multinational country team.
• Highly organized and detail-oriented with strong analytical and problem-solving abilities;
• Ability to handle confidential and sensitive information with discretion is required;
• Ability to work independently, prioritize tasks, meet deadlines and to take initiative;
• Fluency in written and spoken French and English is required.
• The post holder would be held to the highest ethical standards.
• Minimum of 3 years of experience in similar position with an international NGO.
• Knowledge of, and experience with, management of donor regulations and financial reporting requirements preferred.
