Introduction

BACKGROUND AND OBJECTIVES

SCMS currently works with over one hundred and eighty (180) sites in terms of HIV/AIDS commodities supply, training in logistics and warehouse management, and in terms of Logistics Management Information System (LMIS) monitoring and evaluation. The project operates a strong supply chain with the aim of saving lives by ensuring the constant availability and accessibility of quality drug and laboratory commodities for people living with HIV / AIDS. Site capacity building through training is critical; ensuring data quality and effectiveness of the LMIS. Considering high turnover and low basic academic level of staff at site level, strong recommendations, the logistician pharmacist advisor will train and support network logistical advisors from other organization to address site stock out issues and poor data quality as part of capacity building through regular site supervision.

The supervisory system is composed of capacity needs assessments that require pre-training supervision and evaluation of knowledge transmitted is applied through post- training supportive supervision. Considering the increasing trend of the number of sites per year, it is expected that the number of sites by 2015 will increase to two hundred.


Fonctions

OVERALL RESPONSIBILITIES:

Under the direct responsibility of the HSS Senior Technical Advisor, the pharmacist logistics specialist will be based at the SCMS Haiti office in Port -au- Prince. He/ she will work closely with the training team, Supply Chain Monitors (SCM) SCMS Haiti and Network Logistics Advisors to coordinate all mechanisms to ensure effective delivery of supervisory services with SCMS staff, networks and partners. He/ she will act as a focal resource for such activities as such systems develop. He/ she will make sites visits to validate the efficacy of the prevailing supervision system to guarantee commodity security at PEPFAR sites (HTC, PC and ARV). He/ She will also be accountable for monitoring the implementation of preventive and corrective action at sites.

Key Responsibilities :
• In coordination with the SCMs and PNLAs assess PEPFAR sites to identify the needs for training and verify the application of concepts learned from the training sessions by the stock managers at site level.
• Ensure provision of routine post-training supportive supervision.
• Coordinate with the SCMs the provision of timely and long-term technical assistance to PEPFAR site in drug and lab commodities stock management and compliance to LMIS standards.
• Report the information and recommendations from site TA and supervision visits to HSS Sr Technical Advisor and make proper coordination with PNLAs to ensure necessary follow-up with networks and the drug regulatory authority ( DPM / MT) if necessary.
• Work closely and in coordination with the Senior Capacity Building advisor
• Serve as a resource person for the HSS unit on all matters relating to the quality of the LMIS and commodity management at PEPFAR sites.
• Participate in the development enhancement plans to improve the efficiency and effectiveness of the HIV commodities supply chain system.
• Perform any other tasks related to capacity building at site level, at the request of the Sr HSS Technical Advisor


Qualifications Requises



• Pharmacist Degree or equivalent.
• At least 5 years of experience in the area of logistics management of pharmaceuticals and lab commodities in Haiti.
• Past experience working in NGOs is a plus.
• Proven ability to collaborate, and work in a team
• Excellent communication skills
• Experience in mentoring or supervising
• Ability to travel extensively (at least 40%) and in remote areas
• Demonstrated organizational skills
• Willingness to work flexible hours and schedule
• Good knowledge of common office software (Windows Office).
• Ability to speak Creole and French, good knowledge of English
