The Grants and Subcontracts Officer provides support to all aspects of AVANSE grants and subcontracts activities for the duration of the project. This support will include both general and specific tasks as deemed necessary by the Grants and Subcontracts Program Manager (GSM). Under the supervision of the GSM, the Grants and Subcontracts Officer will undertake tasks that will facilitate the processing of AVANSE grants and subcontracts mechanisms while maintaining the integrity of both DAI and USAID policies and regulations.

The Project Grants and Subcontract Officer will be responsible for the following detailed tasks, but not limited to:

• Collaborate with technical staff in preparing Request for Proposals (RFPs) and Request for Applications (RFAs)
• Oversee proposal evaluation process and ensure USAID fair competition standards are met;
• Ensures compliance with established internal control procedures and donor regulations as they relate to fair competition, transparency and accountability practices.
• Participate in subcontractor and/or grantee negotiations including subcontractor and/or grant provisions; and prepare negotiation memoranda;
• Ensure proper monitoring of project’s subcontractor and grantee activities;
• Undertake other tasks as required.

• 3-5 years of progressive professional experience in subcontracts or grants administration, preferably in the agricultural industry.
• Excellent knowledge and experience administering USAID funded subcontracts and grants,
• Experience writing quality subcontracting and grants documentation including RFPs, RFA, SOWs, evaluation criteria, financial offer formats and other fundamental documents.
• Well organized and detail-oriented with experience in meeting tight deadlines.
• Fluency in Haitian Creole, French, and English required.
• University degree in a relevant field.

The Grants and Subcontracts Officer will report to the Grants and Subcontracts Manager.
