Introduction
The Partnership for Supply Chain Management (PFSCM) brings together 11 private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; in 2010 the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain. PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 700 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders. In addition, PFSCM implements other supply chain management projects with other client/donors.

Overall Responsibilities
The Finance Unit Manager is a member of the Project Management Team (PMT), and is responsible for the development and maintenance of project/corporate financial systems and processes. He or she provides financial management oversight for the commodities procurement, freight and logistics, and technical assistance portions of the Supply Chain Management System (SCMS) Project. He or she also manages the development of cost proposals for new business and provides financial oversight for smaller, one-off PFSCM contracts. The Finance Unit Manager provides financial leadership in determining strategic direction and aligns financial strategies. He or she protects and preserves the assets of the organization, and stimulates financially responsible behaviors across the organization. The Finance Unit Manager balances capabilities, costs and service levels to conform to available funding and donor requirements.
Specific Responsibilities
1. Manage the annual or other periodic budgeting or re-budgeting processes. Ensure that project budgets are appropriately developed and managed.
2. Work with MIS and Accounting Units to develop and monitor budget tracking systems for SCMS and small projects. Develop reports and conduct financial analysis of expenditures against budgets for both internal and external clients and for presentation at meetings as appropriate.
3. Coordinate directly with external clients on funding, budgets and financial management issues.
4. Lead financial negotiations with USAID and other donors.
5. Oversee development of cost proposal responses to USAID Requests for Task Order Proposals and solicitations from other donors, and assist programmatic staff in their responses.
6. Manage project and organization expenditures through payment review and approval.
7. Develop project-wide budgeting guidelines, and develop/update other financial management SOPs.
8. Supervise the Senior Finance Officer in the development of project-wide financial reports and oversight of Billing Administrators.
9. Supervise the Budget Officer in responding to budget requests, documenting cost assumptions, monitoring spending against budget, developing unit budgets and tracking unit expenditures, and providing financial support as appropriate.
10. Supervise the Country Program Finance Officers in monitoring country spending and allocations, and in ensuring administrative, contractual, and financial tracking management of the SCMS field offices.
11. Work closely with Pooled Procurement Mechanism (PPM) Project financial staff to ensure that all PFSCM systems work in harmony, that efficiencies are maximized and that all project expenses are properly allocated.
12. Actively manage the ACF, Surcharge and other cost structure and pricing components for the SCMS Project.
13. Other duties as assigned.
Qualifications Requises
BA/BS in Business, Public Administration, International Studies or related Master’s degree or Master’s certificate preferred
Minimum of eight years’ experience working with USAID-funded projects, in budgeting, operations, administration and/or financial management
Strong knowledge of not-for-profit accounting and financial management
Strong knowledge of US Government contracting procedures, regulations, policies, i.e. FAR, CFR, OMB Circulars
Strong spreadsheet and database skills
Strong analytical, written, computer and verbal skills required
Demonstrated ability to effectively communicate across different layers within the organization
Demonstrated ability to work effectively in a team environment
Experience working overseas highly desirable
Procurement/logistics experience highly desirable
Must be authorized to work in the United States of America.
