Role purpose
Provide surge capacity for emergency response, primarily in the Caribbean country offices (Haiti and the Dominican Republic), through developing, coordinating and/or monitoring emergency programmes, providing capacity support to partners and developing funding proposals to enable them to implement high quality, accountable and principled responses. The post holder will also develop Christian Aid and partner capacity in cash and market based emergency programming. This may include the development of guidelines and training materials, giving trainings and mentoring staff and supporting the relevant ACT Alliance Community of Practice.

location with good connections to the Caribbean, including London or Madrid. The post holder is a member of the Humanitarian Division which is part of the International Department. There will be frequent travel possibly at short notice for up to a maximum of 3 months for any assignment though usually assignments are between 2 and 6 weeks. They work closely with the geographically based staff to implement agreed emergency response, preparedness, disaster risk reduction (DRR) and climate change adaptation strategies. The main geographic focus of the work will be Haiti and the Dominican Republic, with an additional humanitarian watching brief over Jamaica where Christian Aid maintains linkages with some partners.
The Senior Humanitarian Advisor will support partners and Christian Aid staff to ensure that cash and market based emergnecy programming is fully integrated into humanitarian programmes and more broadly into the work of the country teams and are in line with Christian Aid corporate priorities and committments. This will focus on developing Christian Aid's technical capacity in cash and market based emergency programming, and other humanitarian policy and practice areas as relevant.
Key outcomes
Emergency programmes in the Caribbean managed, planned and handed over to country programme staff at the appropriate time. Partners well prepared to respond to emergency programmes using cash and market based programming as appropriate.
Effective Christian Aid partner programmes in the Caribbean and elsewhere meeting internationally agreed standards such as SPHERE and accountability to disaster affected populations
Financial policies and procedures complied with.
Project proposals completed, based on strong planning and evaluation procedures using Christian Aid’s internal systems. Funds used for designated purposes.
Positive relationships maintained and developed with partners and others in the Caribbean and elsewhere as required, using effective communication. Programmes well coordinated both internally and externally within the humanitarian community, with global preparedness fully integrated.
Best practice for cash and market based emergency programming in emergencies developed and implemented.
Role requirements
Relationships
External
Liaises externally with partners, donors, ACT Alliance agencies and other relevant bodies.
Internal
A member of the Humanitarian Division managed by one of the Humanitarian Managers.
Works closely with other members the Humanitarian Division and the International Department and with other departments in Christian Aid for communications, media and fundraising.
Decision making
Works on own initiative, often in isolated, hostile and uncomfortable conditions. Makes urgent recommendations to partners, and occasionally takes more executive decisions, related to Christian Aid emergency response in the field. They may be required to make decisions under pressure within agreed parameters but without the possibility of referring upwards for advice.

Analytical skills
Leads specific elements of humanitarian good practice (cash and markets in humanitarian response). Initiates design of humanitarian programmes. Appraises, monitors, reviews and evaluates humanitarian programmes. Prepares proposals and reports for submission to donors. Supports the preparation of Christian Aid’s plans for utilisation of Appeal funds. Develops preparedness and contingency plans. Expected to question processes and ways of working to identify changes that will improve organizational performance.
