Major Responsibilities of Position:
1. Work with teams at field level to strengthen accountability and roll out initiatives
• Mostly work in each area to look for opportunities to strengthen practice, develop new approaches, and support teams to roll out initiatives. In particular looking for opportunities to improve participation of intended beneficiaries and communication.
• Report back on progress, summarizing good practice so that it can be shared with all areas and wider in CRS Haiti.
• Report back on common challenges experienced by each area, and propose solutions that the accountability team could take forward.
• Work with staff to develop tools / materials as needed.
2. Build the capacity of key staff (in particular community liaison officer) to ensure good programmatic accountability, in coordination with the Accountability Coordinator
• Identify knowledge and skill gaps, and conduct capacity building activities (training, coaching) to address these.
• Build staff capacity in conducting community meetings, developing communication methods, ensuring participation in decision making as part of the program.
• Conduct periodic COPs (community of practice) with all CLOs (Community liaison officer) to ensure good understanding of accountability approaches (ex: sharing information, Communication, participation, feedback, lesson learn etc...)
• Provide a consistent technical assistance to all CLOs and follow up on their activities in their specific area.
• Directly manage the CLOs in the implementation of accountability strategies and activities in the CRS Urban Program areas.
3. Ensure regular and quality communication between CRS and beneficiaries
• Identify communication needs (based on work with field teams, and Feedback Manager).
• Work with Technical Coordinators and Program Managers (WASH, Livelihoods, Education and Housing and Community Infrastructures), Area Coordinators and field team and others to develop messages about CRS programming for sharing with beneficiaries and community.
• In collaboration with field teams, oversee the roll out of messages, and in collaboration with MEAL, monitor how effective this has been
• Take the lead in the internal communication committee in regards to accountability related fields
• Work with the learning and knowledge manager ( from the MEAL team) to develop community posters/flyers to communicate with the communities
• Help with the elaboration of any periodic internal bulletin to show case Accountability good practices towards the beneficiaries
4. Improve all the program/activities base on accountability learning and knowledge
• In collaboration with field teams, specifically the learning and knowledge manager(From the MEAL team), identify all aspect of learning within the Urban program to be shared
• Document all the lessons learned and good practices relevant to Accountability
• Elaborate on going accountability success stories and to be shared with all CRS members specifically the program staff
• Develop strategic plan to help the Urban program filed staff integrate the lessons learned in their action plans
5. Build the capacity of field staff Haiti to ensure the integration of the accountability framework in all their activities
• Plan and conduct Training sessions for the staff
• Give technical Support if needed
• Directly works with ACs and CLOs in implementing the Accountability framework in all activities
• Assist in implementing the Accountability framework in activities
• Work with the Area coordinator to ensure additional indicators relevant to accountability
• Evaluate and follow up the AF application
• Elaborate all reinforcement documents and ensure the strategic follow-up in all Urban Program areas in collaboration with DHOP, Technical Managers and ACs

Supervisory Responsibilities: The Accountability Field manager will have 4 direct reports: 4 Community Liaison Officers.
Working Relationships:
Internal: Accountability Coordinator; Feedback officer; Accountability Partnership and Emergency manager; HR; Area Coordinators and Area Teams (in particular the CLOs); Technical Managers and Coordinators (WASH, Education, HCI, Livelihoods); MEAL Unit;
External: Accountability point persons of other Agencies; Community leaders; Church leaders and others, Gender point persons of other Agencies.
Qualifications Requises
• University degree in sociology or any other relevant field
• At least 3-4 years of experience working with NGOs, in particular have strong experiences in Capacity strengthening and Accountability reinforcement at field level
• Facilitation experience and capacity building skills with staff to support them to take the lead and build their understanding and skills.
• Highly organized and detail-oriented
• Good understanding of the Gender thematic and relevant experience with training on the subject.
• Good understanding of accountability and relevant experience with implementation
• Problem solving – ability to identify opportunities for strengthening accountability and innovative solutions for addressing these issues.
Strong interpersonal and Leadership skills
• Ability to manage roll out of new approaches and obtain team collaboration and engagement
• Demonstrated ability to work effectively with beneficiary communities,
• Familiar with humanitarian concepts, experience working with CRS or other Catholic organization constitutes an asset
• Excellent written and spoken Creole, French and English Proficient in Microsoft Word, Excel, PowerPoint and Outlook.
