Management Information Systems (MIS) Manager
ACDI/VOCA – Haiti
USAID Emergency Food Security Program

Purpose

We are currently seeking a MIS Specialist for the EFSP Cost Extension (October 1st, 2013 – January 31, 2014) in Haiti. This purpose of the program is to reduce vulnerability to food insecurity within the population of the Southeast region of Haiti. This position will be based in the program office in Jacmel, Haiti.

The Emergency Food Security Program is an emergency response to the 2013 drought-effects in the communes of Côtes de Fer, Bainet, La Vallée, and Belle Anse. The period of implementation is October 2013 to January 31, 2014 in order to respond to the emergency to date. Cash For Work activities will be implemented in four communes of the Southeast Department: Côtes de Fer, Bainet, La Vallée, and Belle Anse. The program will target able-bodied persons, ensuring that at least 40 percent of persons selected are women. The Cash For Work activities will serve to provide immediate cash and act as an income safety net for the worst drought-affected rural households. The Cash For Work activities will strengthen food purchasing power for targeted emergency-affected households at risk of experiencing acute hunger due to loss of income or crops. Cash For Work activities will be identified and prioritized with strong participation by local authorities, community groups, and leaders. ACDI/VOCA Cash For Work activities will be implemented only on public lands.

Fonctions

Responsibilities:
A. General
1. This position reports to the Chief of Party (COP).
2. The key responsibility is to ensure smooth network management, technology and information communications technology and related issues help desk support, application and systems development reviews, MIS project management, information system security and staff training as well as to assist the emergency warning system’s facilities.

B. Specific
1. Collect, analyze, and synthesize various data;
2. Produce reports based on statistical analysis and database information;
3. Undertake Information and Communication Technology (ICT) troubleshooting operations, particularly, managing of crisis situations which may involve technical hardware and software problems;
4. Ensure the smooth running of all ICT systems, including anti-virus software updates, print services and internet/email provision;
5. Ensure that software licensing laws are adhered to and that data is secure from both internal and external attacks;
6. Promote a security awareness culture within ACDI/VOCA;
7. Review all ICT application systems, server and database security architecture, maintain controls and review authorised user deployment status, implement backup and recovery plans. Test recovery plans;
8. Induction of new staff on ICT issues. Schedule security backups of hardware and software systems. Ensure daily backups of all information and the security of those back-ups;
9. Review management strategies, governance practices and internal control systems and advise management accordingly on a timely basis;
10. Develop MIS systems database for tracking beneficiaries;
11. Work with CFW Manager to maintain online indicator database using field monthly input;
12. Other responsibilities as specified by the COP.


Qualifications Requises


• Bachelors degree or equivalent in computer technology and information systems
• Minimum of 5 years of experience managing the ICT of a small company
• Knowledge of computer operating systems; word processing, databases, spreadsheets, and graphic software programs; graphic file formats; flat file and relational databases; standard clerical procedures and office operations
• English grammar, punctuation, and spelling; technical writing; basic research techniques; standard types of office filing systems
• Must be willing to work within a team, be self-motivated, and highly responsible
• Good communication and reporting skills and ability to be a team player
• Prior experience with USAID projects, procedures, policies and reporting requirements is required. Prior experience with Title II projects is highly preferred
• Sound working knowledge of information technology; experience in the usage of MS Office software packages (MS Word, Excel, etc)
• Working knowledge of Microsoft Servers and Networks
• Microsoft Certification Preferred (MCSA or MCSE)
• Fluency in English, French and Haitian Creole required
