Chief Accountant
ACDI/VOCA – Haiti
USAID Emergency Food Security Program

Purpose
ACDI/VOCA is currently seeking a Chief Accountant for the EFSP Cost Extension (October 1st, 2013 – January 31, 2014) in Haiti. This purpose of the program is to reduce vulnerability to food insecurity within the population of the Southeast region of Haiti. This position will be based in the program office in Jacmel, Haiti.

The Emergency Food Security Program is an emergency response to the 2013 drought-effects in the communes of Côtes de Fer, Bainet, La Vallée, and Belle Anse. The period of implementation is October 2013 to January 31, 2014 in order to respond to the emergency to date. Cash For Work activities will be implemented in four communes of the Southeast Department: Côtes de Fer, Bainet, La Vallée, and Belle Anse. The program will target able-bodied persons, ensuring that at least 40 percent of persons selected are women. The Cash For Work activities will serve to provide immediate cash and act as an income safety net for the worst drought-affected rural households. The Cash For Work activities will strengthen food purchasing power for targeted emergency-affected households at risk of experiencing acute hunger due to loss of income or crops. Cash For Work activities will be identified and prioritized with strong participation by local authorities, community groups, and leaders. ACDI/VOCA Cash For Work activities will be implemented only on public lands.

Fonctions

Responsibilities:
A. General
1. This position reports to the Chief of Party (COP).
2. This position’s direct responsibilities are managing the Project’s financial accounting system.

B. Specific
1. Maintain up-to date books of accounts for the project, comprising of cash and bank register as well as subsidiary and general ledger accounts
2. Plan, centralize, and coordinate financial operations;
3. Control charges according to the chart of accounts;
4. Verify accuracy of invoices and bills from suppliers;
5. Manage payments to suppliers in a correct and timely manner;
6. Verify that every release of funds is backed-up by supporting documents, e.g. pro-format invoices, bills, etc., and have been authorized;
7. Guarantee the security of funds and accounting documents;
8. Manage account relations with the project banks and book all money received promptly;
9. Reconcile bank accounts;
10. Analyze and control daily costs and cash flow;
11. Carry out cash reconciliation together with the COP at the end of each month to close the month’s books;
12. Manage payroll including the withholding of all required and applicable taxes, Social Security, and benefits;
13. Produce financial reports as required by HQ and USAID Title II procedures;
14. Advise project management on accounting procedures and make proper recommendations concerning them;
15. Input accounting data into the computer system;
16. Extract financial reports from the system for management’s use;
17. Collaborate with external auditors to facilitate planned financial audits;
18. Ensure all payments are allowable, allocable and in compliance with USG and A-133 cost principals;
19. Respond promptly to audit requests by HQ.
20. Carrying out other assignments assigned by the COP.


Qualifications Requises


• Bachelor degree or equivalent in accounting or business administration. The minimum qualification for the desired candidate is ACCA, ICSA, CIMA CPA or other recognized professional qualification
• Minimum of ten (10) years of financial management experience, at least 5 of which should be at a senior level.
• Experience in an international non-governmental organization is preferred
• Experience in a computerized environment and a good working knowledge of an accounting package (i.e. Quickbooks) and MS Office packages
• Experience in accounting for donor funded Programs (familiarity with USAID financial reporting, cost principles and other reporting guidelines is preferred)
• Experience in contracting and supervising financial audits and following up on audit recommendations
• Knowledge of accounting standards
• Good presentation, communication, and interpersonal skills
• Good analytical and report writing skills
• Ability to manage and supervise technical staff
• Demonstrable ability to work in a team
• Good knowledge of the Haitian tax laws and the social security law
• Fluency in French and Creole and good command of English
