Introduction
J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for: Two (2) Procurement Officers based at Delmas.
The Procurement Officer is responsible for the purchasing of items for the Organization in a timely and cost efficient manner. S/he will provide support in the overall development of the Procurement/Logistics accounting systems and processes. The role includes ensures that all purchases conducted for the organization are compliant with J’P HRO and donor financial systems and procedures. This position requires extensive knowledge of policies, procedures and practices.
Fonctions
Under the direct supervision of the Senior Logistics Manager the responsibilities are as follow:
• Exercises considerable independent judgment in making purchasing decisions in accordance with JPHRO policies and procédures;
• Supervises reviews and participates in the work of staff responsible for purchasing services;
• Plans, prioritizes, supervise and reviews work of staff responsible for purchasing including technical and specialized procurement of supplies, equipment and services;
• Assumes responsibility and oversight of large and complex purchases involving use of Requests for Proposals. Assists departments with specification development and obtains best price for office expenditures;
• Develops and maintains an effective working relationship with vendors and fosters relations between suppliers and JPHRO
• Investigate potential suppliers and recommends those most desirable;
• Procures the appropriate supplies for the Organization as instructed by the Procurement Coordinator;
• Ensures that all procurement is done according to the J/P HRO purchasing standards of Operation;
• Validates the accuracy of vouchers, invoices, purchase orders, disbursement request, expenses and other financial documentation before submitting for approval and signature;
• Prepare and maintain appropriate reports and provide administrative support;
• Assists the Logistics manager and PSD in other administrative and financial tasks as appropriate.
Qualifications Requises
• Bachelor’s Degree
• At least 2 years’ experience in Logistics (accounting)
• Experience in financial analysis
• English, French, Creole (desirable)
• Computer skills: Excel, Word, Internet
• NGO experience a plus (may be an advantage)
