Introduction
The Senior Local Governance Sector Advisor and Program Manager will serve as the principle local governance and decentralization advisor and program manager for USAID/Haiti, Democracy and Governance Office (DG). S/he will support and manage USAID activities to support local governance and decentralization strengthening efforts. Position open to all non-US citizens
Fonctions
1. Expert Technical Leadership: The Senior Local Governance Advisor is responsible for providing technical advice and leadership for the Mission’s local governance programs and activities. The Advisor must gauge political will and domestic support for decentralization reform, and effective citizen representation at the local level; s/he must understand relevant constitutional and legal frameworks, central government oversight mechanisms, and local governance management structures. In addition, the Advisor will advise on local governance capacity-building at local and national levels. The Senior Local Governance Advisor will collaborate on and contribute to the development and implementation of revised Democracy and Governance (DG) programs to best fit post-earthquake needs and collaborate with other technical specialists to provide guidance on maximizing prospects for improved local governance in all relevant areas of the USAID portfolio.
2. Program Management: The Senior Local Governance Advisor will take the lead role in the design, implementation and management of USAID/Haiti’s (hereafter, “the Mission”) strategies and programs related to good local governance. S/he will be responsible for USAID local governance projects’ administration and management, including related budget, procurement, and reporting requirements. S/he will play a key role, through national, regional and international contacts in generating project ideas and sharing best practices from within and beyond USAID. S/he will be responsible for the development of strategy, planning and program documents, concept papers and procurement deliverables. S/he will be required to ensure that: indicators to measure program impact are tracked and recorded; course adjustments are made; assessments or evaluations to analyze program results are completed; and long-term program objectives are met. These responsibilities require the Advisor to demonstrate highly developed professional judgment and provide technical direction and management oversight.
3. Coordination and Communication: The management of coordination, both within USAID and between other U.S. Government (USG) agencies will be an important component of the Senior Local Governance Advisor position. The Advisor must also be able to take the lead in communicating effectively with USAID senior leadership, other USG agencies, Haitian partners, NGOs, third-country partners, and other interested parties, on USAID’s local governance programs in Haiti. The Advisor’s responsibilities will include collaborating closely on technical, programmatic, procurement and reporting issues with USAID in Washington, including on Operational Plan, Performance Plan and Report, pipeline analyses, and decisions on budget allocations. S/he will also ensure, from a strategic perspective, effective coordination of USAID-funded local municipal governance activities with those of other USG agencies, and will promote expansion of USAID-funded activities when they will have a positive impact on country conditions in Haiti. The Advisor will also be responsible for coordination with the mission’s pillar programs, all of which have good governance components that relate to the local level. This coordination may involve supporting improvements in service delivery in mission priority sectors, developing joint procurements, and/or setting up cross-pillar management teams. The Advisor will also be required to develop and sustain collaborative, professional, and team-based relationships across USAID’s Latin American Caribbean (LAC) Bureau, and with mission management, program officers, and other technical officers. The Advisor must be able to represent USAID effectively to external audiences (including U.S. Congressional Staffers and the General Accounting Office), and to USAID and State Department stakeholders in a wide variety of events, including briefings, meetings, conferences and other intergovernmental forums.
Qualifications Requises
1.University degree related to urban planning, political science, public policy and administration, law is required. Master’s degree in mentioned disciplines is strongly preferred.
2.Minimum seven (7) years of professional experience in managing, designing, and/or evaluating development activities in local governance on behalf of an international organization, the US Government (USG) or a Non-Governmental Organization (NGO).
3.Fluency in written and spoken English, French and Creole (Level IV) is required.
4.Must have excellent knowledge of Haitian democratic institutions, and legal and political systems. Extensive knowledge of decentralized governance models a plus.
5.Strong leadership and communication skills. Ability to analyze, understand and discuss new program design, management and implementation approaches. Able to produce results within tight deadlines. Excellent computer skills (Microsoft applications, Google).
