Introduction

1-The American Red Cross, Haiti Delegation hereby solicits your application for the provision of a Short term Contractor Services to assist in the evaluation of Cholera Response Program
(Nos 1)as per the attached Scope of Work (SOW).
2. The Request for Application (RFA) consists of this letter of transmittal and the following enclosures: Enclosure 1:

3. Please note that this document is a RFA and not an invitation to bid. You should also note that the terms set forth in this RFA, the SOW (Enclosure 1) will form a part of any contract should the American Red Cross (ARC) accept your application.
4. It is anticipated that any contract or contracts entered into as a result of this RFA will be for a period of 16 days
(contractual work -days) and contract date from 5 to 30 November 2012
5. This RFA does not commit the ARC to award a contract or to pay any costs incurred in the preparation or submission of applications, or costs incurred in making necessary studies for the preparation thereof, or to procure or contract for services or supplies. The ARC reserves the right to reject any or all applications received in response to this RFA and to negotiate with any of the applicants or other firms in any manner deemed to be in the best interest of the ARC. It also reserves the right to negotiate and award separate or multiple contracts for the elements covered by this RFA in any combination it may deem appropriate, in its sole discretion; modify or exclude any consideration, information or requirement contained in this RFA, and to add new considerations, information or requirements at any stage of the procurement process, including during negotiations with applicants.
6. Applicants must provide all requisite information and clearly and concisely respond to all points set out in this RFA. Any application which does not fully and comprehensively address this RFA will be rejected. However, unnecessarily elaborate brochures and other presentations beyond that sufficient to present a complete and effective application are not encouraged.
The normal terms of payment of the ARC are within 30 days of satisfactory delivery of goods or services and documents in apparent good order. Applicants must therefore clearly specify in their application the payment terms being offered if different from these.


Fonctions

The scope of work of the local assistant consultant is guided by the main terms of reference/SOW of the Cholera Evaluation developed for the Lead International Evaluator. The assistant consultant will work under the overall supervision and guidance of International consultant and contribute to achieve the objective and tasks as stated in the main Tor/SOW.
Specifically following will be the key tasks of the local assistant consultant:
Under the overall supervision and guidance of the International lead consultant;
1) Participate and contribute to the planning meeting organized at the arrival of the International lead consultant
2) Assist lead consultant to develop, revise and translate evaluation data collection instruments
3) Conduct interviews of staff and stakeholders together or independently as advised by the lead consultant
4) Participate with the lead consultant in all of the field data collection works and help in arranging KII or focus group discussions in the field together with assigned staff from Health Sector
5) Conduct KII, focus group discussion of the beneficiaries together with lead consultant or independently as advised by the lead consultant.
6) Prepare all field notes , FGD notes and develop them into systematic order and analyze and submit to the lead consultant for preparing final report
7) Assist lead consultant to prepare end- of- field work evaluation presentation to the ARC team
Please note that report writing is the task of lead consultant and the local assistant consultant is obliged to hand over all of his notes and reports to the lead consultant at the conclusion of the field works.


Qualifications Requises

The following are the desired qualifications of the Local Assistant (Haitian nationals only):
1. Minimum bachelor degree in public health or relevant field
2. Demonstrated past experience in working with the public health sector in the government or with non-government organizations in Haiti. Monitoring and Evaluation experience a plus.
Demonstrated experience in conducting rapid rural appraisals using focus group discussions, key informant interviews of beneficiaries, project staff and other stakeholders
4. Past experience in participating in independent external evaluations of humanitarian projects highly desirable.
5. Native speaker of Haitian Creole; ability to communicate and write reports in English

e) Professional references: please provide three references from your previous clients.
f) Daily rate: please mention the proposed daily rate in USD.

4- Applications will be reviewed and evaluated by the ARC in accordance with the provisions of the ARC’s Procurement Policy as well as the considerations, information and requirements contained in this RFA. The evaluation procedure will consist of a formal, substantive and financial assessment of the proposals received. Price is an important factor; however, it is not the only consideration in evaluating responses to an RFA.
5- Your application shall remain valid and open for acceptance for a period of at least sixty (60) days from the closing date of 26 October 2012, indicated above for receipts of applications. Please indicate in your application that it will remain valid for this period.
6- Following submission of the applications and final evaluation, the ARC will have the right to retain unsuccessful applications. It is the applicant’s responsibility to identify any information of a confidential or proprietary nature contained in its application, so that it may be handled accordingly.
