Introduction
The Finance Manager, under the leadership of the COMU Director, is responsible for overseeing finance and accounting functions for all projects and programs in MSH-Haiti. S/he is responsible for ensuring the smooth operation of technical efforts and field activities by providing efficient and operational accounting and financial support. The Financial Manager ensures that the financial management system is conducted according to USAID regulations for every single grant managed by the MSH-Haiti, standard operating procedures and strong business practices.
The Finance Manager safeguards the financial and physical assets of all grants managed by the field office against fraud, loss or misuse by ensuring that sound internal controls are implemented and enforced. S/he ensures that any money expended is done in accordance with Generally Accepted Accounting Principles, MSH Policy, and any cost principles imposed by MSH or a donor agency.
The Finance Manager must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the implementation of all grants managed by Haiti.
Fonctions
1. Responsible for all finance and accounting functions for all grants in Haiti, including accounts payable, accounts receivable, general ledger, and payroll processing.
2. Establishes and maintains systems for purchase approvals which provide adequate internal control, while adhering to MSH finance and accounting standard operating procedures.
3. Manages cash flow, cash requirements, and currency exchanges.
4. Trains administrative and technical staff in finance and accounting policies and procedures, including donor cost principles and regulations.
5. Ensures that all costs incurred receive required prior authorization and approval.
6. Approves journal entries.
7. Prepares budgets and standard financial reports and analysis for management and donors.
8. Supports the preparation of project budgets and pipeline expenditures. Estimates upcoming cash needs and expenditure accruals as appropriate.
9. Oversees the issuance and collection of project advances.
10. Ensures that all local and regional purchases are as per the defined threshold, and maintains tracking and documentation systems that will facilitate future processing, payment and audit requirements.
11. Confirms invoices reconcile with supporting documentation, including; price quotes, purchase orders and shipping documents.
12. Administers the accounting software including; reviews of data integrity, ensures timely reconciliation, and closing and submission of accounting data at month and year end.
13. Ensures that all local tax laws and regulations are strictly adhered to with taxes paid to tax authorities as prescribed by law.
14. Provides an audit interface between MSH corporate accounting, MSH external audit firms and donor auditors. Prepares required reports, work paper analysis and responds to audit results and questions.
15. Supervises finance and accounting staff as assigned.
Qualifications Requises
1. Masters degree in Accounting or Business Management, with emphasis in accounting or 10-years of experience in finance management.
2. Certified Public Accountant (CPA), Association of Chartered Accountants (ACA) or equivalent accountancy accreditation in Haiti is a plus.
3. Minimum of 5 years of experience overseeing financial and accounting functions, including full-charge bookkeeping.
4. Experience with USAID project accounting or similar donor accounting systems.
5. Ability to work independently, take initiative and to meet deadlines with attention to detail and quality.
6. Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, internal and external teams and MoH, USAID and corporate management teams.
7. Proficiency in written and spoken English required.
8. Advanced computer skills using Microsoft Office; advanced database and spreadsheets skills and experience.
9. Demonstrated experience in accounting software and statistical packages.
