Introduction
The employee is intended to support PROJUSTICE in its efforts to assist in the reduction of illegal or prolonged pretrial detention, particularly of women, in Port au Prince (National Penitentiary, Pétionville Women’s Prison, and other prisons), Cap Haïtien / Fort Liberté, Saint Marc, and Croix des Bouquets.
Under the direction of the Chief of Party (COP) and/or Deputy Chief of Party (DCOP), and the direct supervision of the Pretrial detention Team Leader, the incumbent carries out the following duties under the USAID-funded project “Improved Justice Service Delivery and Sector Reform in Haiti (for PROJUSTICE).
Fonctions
The activities to be carried out and the deliverables to be provided to PROJUSTICE by the employee consist of the following:
- Interview prisoners in pretrial detention.
- Use a standardized interview form to collect information about each pending case, and provide inputs to revise it as requested.
- Develop a database of pending pretrial detention cases.
- Prioritize cases for resolution based on inputs from the prosecutor’s office, prison authorities, advocates, medical experts, and others.
- Seek and obtain agreement from authorities to release identified prisoners, who have been detained illegally or excessively (pre- or post-trial) in violation of Haitian law or applicable international human rights treaties.
- Upon request, work with the team to develop a case management process to reduce the numbers and length of pretrial detention cases going forward.
- Upon request, work with the team to develop, and conduct if possible, a training program to explain to selected personnel how the new case management process will work.
- Monitor implementation of the new case management process.
- Prepare a written report identifying policies, practices, and procedures which impede the efficient processing of cases and to propose solutions to overcome the impediments.
- Prepare periodic reports and respond to urgent requests for information on pretrial detention matters as requested by the COP, DCOP, or Pretrial Detention Manager.
- Any other related tasks assigned by the COP, DCOP, or Pretrial Detention Manager.
Qualifications Requises
Qualifications/Required Skills
- Law degree.
- Fluency in English, French, and Creole.
- Good writing skills.
- Three to five years of relevant work experience.
- Exceptionally organized and able to work with minimal supervision.
- Strong interpersonal skills and ability to work with culturally and geographically diverse staff.
- Technology-literate – PC skills, MS Word, Excel, Internet.
