Introduction
In response to the earthquake that hit Haiti on 12 January 2010, under the co-ordination framework of the International Federation of Red Cross/Crescent Societies, British Red Cross (BRC) is implementing an integrated programme to assist affected communities in an area within Delmas 19 to recover from the disaster. Programme areas include support to livelihoods, shelter, water and sanitation. The programme duration is 3.5 years and will run until late 2013
Fonctions
Assist the Shelter Supervisor to ensure the shelter activities, including water, sanitation and infrastructure components, undertaken as part of the BRC Integrated Recovery Program in the target area of Delmas 19 are achieved in an efficient and timely manner, giving the highest priority to construction quality, cost efficiency, beneficiary involvement and satisfaction.
Qualifications Requises
Assist with the development and dissemination of appropriate construction guidelines and quality control checklists to repair and reconstruction beneficiaries and the implementation of skills training activities to (semi-) skilled local artisans.
Assist beneficiaries with the elaboration of structurally sound house repair plans as per the relevant MTPTC / BRC guidelines, prepare bills of quantities (split in labour and materials), specify minimum quality requirements for materials and workmanship, and prepare work schedules.
Assist beneficiaries with the hiring of skilled and unskilled labour directly or via local contractors, and with the purchasing of suitable materials and tools.
Monitor the quality and progress of the construction works, ensuring that work complies with scopes of work and specifications, building codes and standards, good craftsmanship practices and provide technical advice on a daily basis with special attention to important structural milestones (e.g. checking reinforcement bars prior to concreting works).
Certify completion of a particular step under an agreed work program per beneficiary, update beneficiary files and compile repair top-up grant status updates and plan requirements for the following week.
Maintain and file daily site reports, minutes of meetings, weekly progress reports and quality control checklists
Lateral Relationships:
Will take over at any time – if required – the case- and workload of other Site Engineers
Establishes and ensures excellent communication, co-operation and working relationships between the community members and RCRC staff and volunteers.
Ensure effective working relationships with any relevant government agency, stakeholder or organization.
Perform any other work related duties and responsibilities that may be assigned by the line manager.

Qualifications
Diploma in Civil Engineering or Architecture with minimum of 1 year experience
National certificate of Technology or BA with minimum of 2 years experience
Experience
Experience with supervision of building construction (minimal 1 years; preferably 3 years)
Experience with planning and management of construction sites
Good technical knowledge in the field of construction
Basic knowledge of Red Cross principles and an understanding of relevant humanitarian guidelines
Experience working with a humanitarian organization on community housing issues.
Skills
Excellent organisational, planning and communication (including listening, writing and speaking) skills
Fluent in French and Creole; ability to communicate in English will be an asset
Self-supporting in computers (MS Windows, Office and internet)
Computer skills in (Auto-)CAD and MS Project will be an asset
