Introduction

The Senior Urban and Construction Policy Advisor will work under the supervision of the Head of Programs and with a team of counterparts in the American Red Cross (ARC) - Haiti Delegation (HD) and both Haiti Assistance and Program Integration in the ARC International Services Department. He or she will also working to deliver: Urban and construction policies development of the ARC , Urban and Construction Engagement Plan and Policy, Urban and Construction Legislation Framework, Action Plans for the Urban and Construction programs, Policy making design tools, guidelines, procedures, M&E, Q&L and other materials and Trained and knowledgeable program relevant staff. The Job can be part time evolve to full time later.


Fonctions

Specific Duties and Responsibilities

•Develop urban and construction guidelines for the ARC-HD, with a special view to assessing challenges related to implementation of urban and construction programs.
•Develop an Urban and Construction Engagement guidelines for the Urban and Construction Programs including; Community, Community Based Organizations, Municipal Authorities, Government of Haiti, NGOs and other stakeholders, and Coordinate and Liaise with them directly or through other team members.
•Develop and design the legal framework for implementing Urban and Construction programs with emphasis on Land Tenure, relevant Haitian Laws, Beneficiaries Selection, Standards and Specifications, and required Facilities and Services.
•Coordinate and Liaise with the Haitian Red Cross, International Federation of the Red Cross and Red Crescent, and other Participating National Societies for job related activities.
•Ensure that a system of periodic reviews against the implementation of urban and construction guidelines is in place and is implemented, in partnership with the ARC Monitoring and Evaluation (M&E) and capturing lessons learned, in partnership with ARC Quality and Learning (Q&L).
•Take part in reviewing the current strategy of the ARC-HD and assist the ARC in the Development of a comprehensive Plan in line with current and upcoming projects portfolio, develop an action plan for implementation of the strategy and programs.
•Create a set of standards, tools and procedures to assist the ARC to control the implementation of urban and construction guidelines in partnership with ARC Q&L unit.
•Assist the ARC with human capacity building through development of job descriptions and on-the-job training for relevant staff to ensure that the team is knowledgeable of the guidelines.
•Provide ongoing coaching and technical backstopping to the strategic planning and program design staff.
•Coach and mentor the designated counterpart(s) in order to support his/her professional development and allow him/her to discharge his/her responsibilities more effectively .
•Any other relevant tasks assigned by the Head of Programs and the Country Representative.


Qualifications Requises

At least 10 years of work experience, with 5 years of experience in developing urban and construction policies and strategies
Computer proficiency in MS office applications
Be diplomatic, patient, persistent and proactive
Have excellent communication skills
Leadership skills, teamwork and relationship building
Able to prioritize and meet deadlines
Flexible and adaptable to changing working conditions
Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
Experience in humanitarian relief and emergency response programs
Willing and able to travel whenever required for work purposes
Speak French
Speak Creole
Speak English
Demonstrated experience of developing major Urban and Construction policies
Experience of Urban and construction development and / or participatory governance in urban and construction environment a strong plus
Good team worker, capable of working effectively in a very challenging environment
