Introduction
OVERALL RESPONSIBILITIES
The Deputy Director is the primary financial, operational, and administrative officer of the project. The Deputy Director is responsible for ensuring that human resources, operational, and financial functions support the timely and effective implementation of the project’s technical and programmatic scope of work including but not limited to: commodity logistics, reproductive health/family planning, HIV/AIDs, community mobilization, leadership development, subcontract and grant support, institutional development, and monitoring and evaluation. With the Project Director, s/he ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The Deputy Director represents the project with partners and stakeholders as well as with clients and suppliers in areas under his/her direction. S/he provides leadership and guidance to the Administrative and Finance Officer and the IT specialist. In coordination with the Project Director, s/he liaises with the USAID/ AOTR and MSH’s home office regarding any aspects of project implementation related to finance and operations. The Deputy Director is also responsible for management of the human resources function of the project. The Deputy Director, working with the Human Resources Manager in the Contracts and Operations Management Unit (COMU), ensures compliance with domestic and international employment laws and donor regulations, and coordinates the performance planning and review process throughout the project. He or she ensures that the project procurement integrity standards are followed in all activities and is responsible for raising the awareness of staff regarding procurement integrity regulations. S/he will replace the Project Director as acting director of the project in the case of his/her absence.
Fonctions
SPECIFIC RESPONSIBILITIES
Financial management support to in-country teams and home office:
1. Establish and implement effective systems aligned with MSH and donor accountabilities and compliance standards, including the tracking of accruals, review of expenses in the Navigator system, and review of the monthly budget monitoring report.
2. Provide technical and managerial support to all members of the project team to ensure adherence to and fulfillment of programmatic activities within budgetary guidelines and compliance with project award requirements.
3. On an annual basis, work with the Project Director, project teams, and MSH home office staff to develop the project’s annual workplan and budget.
4. Assist project teams with monitoring their respective budgets, and work with the Project Director to oversee the overall project budget and to ensure appropriate spending within budget.
5. Supervise assigned project staff and ensure adequate supervisor relationships which support professional development and mentoring and address any problems in a timely manner.
6. In coordination with the MSH home office and MSH’s Senior Contract Officer, provide guidance and training to project staff on contractual issues, regulations, and contracting mechanisms.
7. In coordination with the MSH Senior Contract Officer and COMU, contract international and local consultants to implement project technical work; to possibly include the negotiation of local consultant rates.
8. In coordination with the MSH in-country COMU staff, support field office hiring, including, but not limited to, reviewing compensation and developing job descriptions.
9. Coordinate new hire orientation, which includes presentation of the project’s policies and procedures.
10. Work with the COMU to coordinate and facilitate the annual performance planning and review process for all staff. Establish and communicate evaluation dates, provide information to staff regarding the process, provide project directories of forms and guidelines, and update staff records upon completion of the process.
11. With the Project Director, approve all local purchases as per defined thresholds, ensure that all expenses are properly authorized, review task and subtask codes for correctness before submission, and maintain tracking and documentation systems that will facilitate future processing, payment, and audit requirements.
12. Prepare and oversee the project operational planning activities.
13. Assist the Project Director in building team spirit among team members and to create a positive and productive working climate and environment.
14. Interact regularly with operational and technical staff in the U.S.-based MSH home office.
15. Assist the Project Director to develop and monitor a cost share plan for the project.
16. Work with the COMU to ensure the timely payment and tracking of expenses and response to requests for project financial information.
17. Create and submit quarterly reports on the project financial status and compliance with MSH and USAID regulations.
18. Maintain ongoing communication with the COMU, project staff, and MSH home office support team.
Financial management support to client organizations:
1. Liaise with the project donor local office for technical discussions, financial management, and contract implementation.
2. Monitor the quality of the work and financial management of all subcontractors, partners, and collaborating agencies, and ensure timely reporting of these entities.
3. With the Project Director and project teams, track project performance and report to USAID on project accomplishments as scheduled in the annual work plan.
4. Prepare quarterly financial accruals reports.
Qualifications Requises
1. Master’s degree in public health, management, or equivalent relevant experience required.
2. Significant technical, operations, and financial management experience in Haiti required; in public health related projects strongly preferred.
3. Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements.
4. Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
5. Strong leadership, analytical, and organizational skills, demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
6. Experience with managing HIV/AIDS, PEPFAR, and Reproductive Health projects preferred.
7. Expert skills in Excel Spreadsheets, QuickBooks or similar accounting software, as well as Word; comfortable in a Windows PC environment.
8. Fluency in French and English is required. Proficiency in Creole preferred.
