Plan Haïti is looking for suitable candidates for Human Resources position based in the Country Office (Port-au-Prince) according to the specifications below:
Fonctions
Typical Responsibilities - Key End Results of Position:
• Preparation and implementation of the HR strategy to support the implementation of the CSP in the country
• Preparation and management of the country HR budget
• Implementation of consistent HR policies and practices that supports and are consistent with the global policy and are legally compliant.
• Formulation and implementation of the HR procedures to respond in case of emergency
• Advises and counsels managers on sound employee relations and their HR issues including appraisal, disciplinary measures, restructuring and HR policy
• Review of organization structure, roles and competency requirements and standardized Job descriptions for each position.
• Design and delivery of coaching and mentoring program for Managers
• Design, deliver, monitor and evaluate orientation, training and development programs
• Embed the Performance Management System across the country.
• Support and implement the Global Talent Management process within the country
• Provide individual counseling
• Ensure a process of smooth transition for families to new locations/postings is in place
• Effective representation of the Country in different HR forums
Dealing with Problems:
• Develop appropriate HR policies, procedures in line with plan goals and in compliance with local employment laws.
• Advice the CMT on internal communication, concerns to anticipate on any conflict;
• Advice Plan Staff in the interpretation of current policies and the way they are implemented.
• Ensure there is a good balance in employee and employer relationship
• Ensure there is a transparency, consistency, equity and professionalism in the HR practices at all levels.
• Review, approve and undertake actions regarding the Human Resources department
Communications and Working Relationships:
• High contact with all managers to offer support in managing their staff
• High contact with the CMT in decisions regarding Staff
• High contact with the all staff in understanding of HR policies and procedures
• Low contact with regional and local HR networks to share best practices.
• Low contact with lawyer when counsels are required by a situation
Qualifications Requises
• University degree in Human Resource Management or equivalent experience
• At least 3-5 years of experience working in an HR generalist capacity in senior management role
• Experience influencing organisational policy and practice in the areas of HR
• Experience in major HR function such as organisational design, performance management, reward management, recruitment and selection, training and development
• Fluent in French
• Excellent writing and speaking in English language. Creole and Spanish will be a Plus
• Computer literate

Conditions de travail
• Based in the Country Office in Port Au Prince
• Periodic Field visits – How often?1 trip per PU per quarter-2 to 3 days per month
• At least one international travel to attend P&C Regional meetings
