Introduction

PRINCIPAL RESPONSABILITIES: Under the supervision of the CSI/MVP Coordinator, and in collaboration with the MVP WASH Sector Lead based in Port-a-Piment, the WASH Project Manager is responsible to facilitate the coordination of the activities within the sector to contribute to a coherent wash and cholera management framework, which includes basic hygiene and food-safety education, ultimately supporting the long term strategic vision, for both the CSI and MVP. The WASH Project Manager will be responsible for ensuring the successful coordination, implementation, monitoring, and reporting of day-to-day WASH activities in the CSI/MVP, with the WASH Project Officer.


Fonctions

SPECIFIC RESPONSIBILITIES:

I. Liaise/Coordination

1. Hold quarterly meetings to discuss progress and challenges of WASH in CSI/MVP area; coordinate with relevant staff and MSP and relevant line ministries to ensure consistency with national and departmental government strategies.

2. Attend south wash cluster coordination meetings as required, to ensure transparency, information sharing, and coordination. Ensure coordination with government of Haiti stakeholders, and that they are consulted on program activities in WASH.

3. Communicate with leading NGO’s in WASH sector in the south as needed, to compare approaches and share lessons learned.

II. Baseline assessment

1. In conjunction with relevant staff, conduct a desk and interview-based assessment of the WASH baseline in the CSI Area. The purpose of the baseline assessment is to determine current household knowledge, attitudes, practices, resources and capacities that affect household WASH security.

2. Use the study to determine context-specific WASH indicators, and to calculate baseline values for environmental impact monitoring and evaluation. Outputs are cleaned data set and a final report.

3. Use survey results to refine WASH implementation strategies.

III. Program Development

1. Contribute to the development of a 5 Year Thematic Program Strategy, a 2012 Work Plan and the first phase of a WASH intervention plan, based on assessment work, analysis and local input.

IV. Contribute to improved access to clean water and sanitation

WASH Education and Committees
1. Contribute to the provision of basic hygiene and food-safety education under a WASH framework, using separate approaches and messages designed for men and women. This will include information on better hygiene for animal husbandry, post-harvest handling of products, and value-adding.

2. Assist in the creation of 50 WASH committees, which will sit within the broader watershed committees and act together with CHWs to hold regular meetings and disseminate trainings and best practices on WASH within the respective communities. This will include information on clean and safe water handling and storage, better hygiene, proper disposal of feces, proper disposal of solid wastes.

Potable Water Systems
1. Contribute to the rehabilitation of 3 potable water systems, which will be designed to meet or exceed international standards such as Sphere or World Health Organization water standards in terms of distance from homes, water delivery quantity, domestic water quality, and protection of water sources.

2. Provide tool kits and training to committees regarding the maintenance of these structures once they are built.

Latrines

1. Work with communities and households to build 500 latrines using locally available materials (ceramic toilet-pan, corrugated roof, vent pipe).

2. Conduct Latrine promotion after hygiene promotion activities, with the goal of having latrines a “demand driven” activity at the initiative of people rather than the project.

3. Physically inspect latrines with WASH Project Officer and designated community leaders for quality of construction and approval.


V. Reporting

1. Contribute to the development and approval of annual work plan in partnership with the MVP team and approval by the MVP Administration Board.

2. Contribute to Quarterly reporting on progress made towards implementation targets and financial efforts made for WASH objectives (Quarterly).

3. Contribute to annual report on activities made towards targets and financial efforts made for each of these sub-programs

VI. Management

1. Manage the daily activities of the WASH Project Officer, ensuring regular communication and planning to support the short term and long term goals of the CSI and MVP.


Qualifications Requises



QUALIFICATIONS

 University Degree in Civil Engineering ;

 At least 3 years of work experience in Clean water and Hygiene projects;

 Excellent communication and negotiation skills; ability to prepare clear and concise reports;

 Demonstrated knowledge of project development, budget planning and monitoring;

 Capacity to work independently and as part of a team, personal commitment, drive for results and effective resource management skills;

 Ability to make effective decisions under time pressure;

 Ability lead and supervise staff;

 Demonstrated gender awareness and gender sensitivity;

 Capacity for oral and written French and Creole; English language skills are a plus;

 Experience in community development activities;

 Capacity for precision and analysis of quality, well organized and a planner;

 Available to go to the field 75 % of the time;

 Proficient in internet usage and with the Microsoft Office Suite(Word, Excel et PowerPoint);

 Flexibility and capacity to work under pressure
