Introduction

GOAL works in Haiti mainly in vulnerable neighbourhoods in the metropolitan area of Port-au-Prince, and in Jérémie. Since its arrival in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today, GOAL is in a phase of strategic transition between emergencies, rehabilitation and development. In all its programmes, GOAL adopts an approach based on community mobilization and participation. All the programmes implemented by GOAL have the common objective of increasing the resilience of communities to risks and disasters by creating a safer environment where access to economic resources is facilitated. Since 2018, GOAL has been implementing projects aimed at strengthening urban resilience, local governance, and the fisheries sector. With the financial support of the European Union, the Irish Government (IA), the US Government (OFDA). Since 2019, with the support of the Irish government, GOAL has been working in coastal communities to strengthen the fishing industry.


Fonctions

JOB SUMMARY
The HR Manager is responsible for leading and managing all human resources functions within GOAL Haiti. This role ensures alignment of HR strategies with organisational goals, compliance with national labour laws, and the development of a high-performing, inclusive, and supportive work environment.


KEY REPONSIBILITIES
1. HR Strategy and Management
• Develop and implement HR strategies aligned with the overall country program strategy.
• Provide strategic HR advice to the Country Director and senior management team regarding:
o workforce planning;
o risk management;
o organizational development;
• Collaborate with managers to ensure each team has appropriate staffing levels based on operational needs and funding availability;
• Develop and support the implementation of new HR policies and procedures in line with organizational and donor standards;
• Support the Country Director in strengthening HR structures and organizational clarity.

2. HR Compliance and Administration
• Monitor and ensure compliance with employment procedures and policies in accordance with GOAL standards and evolving national labour laws;
• Ensure effective and timely personnel administration, including:
o contract management;
o promotions and role changes;
o leave management;
o terminations and exit procedures.
• Supervise attendance and leave management systems.
• Maintain confidentiality and integrity of employee data, ensuring compliance with data protection standards.

3. Recruitment and Staff Development
• Lead and oversee recruitment processes to ensure efficiency, transparency, and compliance with organizational policies and national labour laws;
• Strengthen the capacity of the HR team to deliver consistent and high-quality HR services;
• Identify training and development needs across the organisation.
• Promote professional staff development, career progression, and succession planning;
• Provide coaching and guidance on people management.

4. Performance Management
• Lead the implementation of the performance management system;
• Ensure timely and effective completion of performance reviews;
• Advise management on:
o employee performance;
o disciplinary matters;
o development plans;
• Support the development of corrective action plans and performance improvement processes.

5. Payroll and Benefits
• Oversee salary and benefits administration;
• Ensure accurate and timely payroll data preparation;
• Verify alignment between HR records and payroll processes in collaboration with the Finance team.
• Ensure compliance with donor requirements, including proper documentation (e.g., timesheets).

6. Employee Relations and Well-being
• Promote a positive and inclusive workplace culture aligned with GOAL values.
• Provide guidance on employee relations issues and conflict resolution.
• Lead grievance and disciplinary processes in a fair and legally compliant manner.
• Support staff well-being initiatives and engagement activities.
• Participate in and facilitate staff meetings where required.
• Conduct regular field visits to project locations.

7. Team Management
• Lead and supervise the HR team.
• Ensure effective delegation, performance monitoring, and professional development of team members.
• Carry out other duties as assigned by the Country Director

QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Human Resources, Business Administration, Public Administration, Social Sciences, or a related field (required);
• Master’s degree in a related field. (preferred).
• Degree in Law (strongly preferred);
• Minimum 5–10 years’ experience in HR management (required).
• Experience with international NGO’s (strongly preferred).

LANGUAGES
• Fluency in English and French (required).
• Proficiency in Haitian Creole (preferred).
