Institut Brenda Strafford has operated as a family since 1982, guided by its charitable mission to provide professional, high-quality, person-centered ophthalmology and ear, nose and throat (ENT) services to improve the lives of people in Haiti. Our values are: the primacy of the person, quality, commitment, leadership, and compassion.
The Institute typically performs over 55,000 consultations, 2,000 surgical procedures, and offers 150 student internships per year. Services include: consultations, surgery, emergency care and hospitalization, pharmacy, medical laboratory, specialized vision and hearing examinations, optometry services, and community outreach activities.


Fonctions

Purpose of the Role
The IT Officer will support the Executive Director and project team in the implementation and maintenance of the MedSov Electronic Medical Records (EMR) system developed by an external vendor. This role will provide local technical expertise to prepare and maintain the institution's IT infrastructure, support Linux server administration, strengthen network security, assist in data migration, train staff, and provide general IT support to institutional users and equipment.

Key Responsibilities
• Install, configure, and maintain on-premises Linux servers supporting the EMR platform and related institutional systems.
• Configure and secure physical and wireless networks, including cabling, switches, routers, and firewall systems.
• Monitor server health, system logs, backups, storage, and network performance to ensure system reliability and uptime.
• Implement and maintain cybersecurity best practices, including user access controls, antivirus protection, firewall management, and data security protocols.
• Liaise with the external vendor (OMEGA Systems Group) to resolve technical issues and support EMR deployment activities.
• Support installation, testing, configuration, and troubleshooting of the MedSov EMR application according to vendor requirements.
• Assist with migration of patient data from paper-based records and legacy systems into the EMR system while ensuring data integrity and confidentiality.
• Provide helpdesk and technical support to staff using the EMR and other institutional IT equipment.
• Train hospital and clinic staff on the effective use of the EMR system and other digital tools, adapting training to different technical skill levels.
• Document IT infrastructure, network configurations, technical procedures, incidents, and solutions to support sustainability and organizational knowledge.
• Maintain inventory records of institutional IT assets and equipment.
• Support troubleshooting and maintenance of institutional IT systems, printers, internet connectivity, and related hardware.
• Recommend improvements to IT infrastructure, security, and operational efficiency.
• Diagnose, repair, and service computers, printers, and other IT materials and peripheral equipment; coordinate replacement or procurement of components as needed.
• Support the creation, maintenance, and updating of institutional databases used for statistics, monitoring, and reporting, ensuring data accuracy, consistency, and accessibility for authorized staff.
• Assist in defining technical specifications and evaluating quotes for the procurement of IT equipment, software, and supplies, ensuring value for money and compatibility with institutional systems.
• Develop and enforce a preventive maintenance schedule for all IT equipment, including regular cleaning, firmware updates, and hardware inspections, to minimize downtime and extend equipment lifespan.
• Ensure that all IT practices comply with applicable data-protection regulations and the institution's patient-confidentiality policies, including proper access controls and audit logging for sensitive records.
• Provide on-call or emergency IT support during critical clinical operations, outages, or system failures to minimize disruption to patient care.
• Produce periodic reports on IT system status, incidents, and performance metrics for review by the Executive Director.


Qualifications Requises

• Bachelor's degree in Information Technology, Computer Science, Network Administration, Health Informatics, or related field.
• Minimum 2 years of experience in IT support, systems administration, or networking.
• Practical experience with Linux server administration (Ubuntu, Debian, CentOS, or similar distributions) is required.
• Strong knowledge of networking concepts including TCP/IP, VLANs, switches, routers, Wi-Fi configuration, and network security.
• Experience with server installation, configuration, system monitoring, and backup management.
• Experience with helpdesk support and end-user troubleshooting.
• Knowledge of EMR/EHR systems and healthcare workflows is considered an asset.
• Understanding of cybersecurity and data privacy principles.
• Strong documentation and organizational skills.
• Fluent in French and Haitian Creole (written and spoken); proficiency in English strongly preferred.
• Strong interpersonal and communication skills with the ability to train and support users with varying technical backgrounds.
• Proactive, organized, and capable of managing priorities effectively.
• Hands-on experience with hardware repair, diagnosis, and component replacement is considered an asset.
• Familiarity with database management tools (MySQL, PostgreSQL, or similar) is an asset.
