Introduction

Plan International is a rights-based humanitarian and development organization that has been working for over 80 years to bring about sustainable improvements in children’s lives. Independent of governments and with no political or religious affiliation, the organization works toward a just world that promotes children’s rights and equality for girls. Operating in more than 70 countries, it implements a global strategy focused on girls—who are often among the most marginalized—and aims to reach 200 million of them over five years to help them learn, lead, decide, and thrive. Plan International mobilizes children, communities, and partners to drive positive and sustainable change, with a particular focus on girls and women.
Thus, as part of an integrated multisectoral humanitarian response in TMUM, WASH, and Protection, funded by the Government of the United States of America through the Haiti Humanitarian Fund (OCHA), Plan International Haiti operates in areas with intersectoral severity levels 4 and 5. The initiative covers the municipalities of Port-au-Prince, the metropolitan area, Gros-Morne, Saint-Michel-de-l’Attalaye, Verrettes, and Petite-Rivière-de-l’Artibonite, serving a total of 150,000 beneficiaries (30,000 households).

It is in this context that we are publishing the following job description.


Fonctions

Under the supervision of the Safety and Security Advisor, the incumbent will perform the following duties:

Security Management:
• Collaborate with the Safety & Security Advisor to develop, implement, and enforce security policies, procedures, and protocols.
• Participate in risk assessments and assist in identifying potential security risks and vulnerabilities.
• If requested, participate or collaborate in the Security and/or Access clusters.
• Ensure and monitor movement/travel/missions of the whole mission.
• Assist in delivering security awareness training to staff members.
• Ensure and update communication trees and ensure plans for communication in emergencies.
• Support and availability to be deployed for Security Assessments and Security Management during emergencies.

Collaboration and Networking
• Undertake security & safety, as well as logistics assessments to inform programming decisions and actions.
• Work with the National Security area, internal and external, including UN and interagency forums.
• Assist in gathering information for SITREPS and security-related alerts and advisories for Haiti.
Assessment, Analysis and Oversight
• Participate in field missions if requested and necessary to assist in security.
• Provide informed recommendations in the context of security assessments and reviews.
• Assess the application of security policies and level of facility vulnerability and recommend/oversee any changes needed to enhance security and humanitarian access.
• Coordinate the proper use of telecommunications systems.
• Support in the implementation of the security training plan for all staff and partners.

Child Protection (CPP), Gender Equality and Inclusion (GEI)

1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.


Qualifications Requises

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
• Working experience in safety and security advisory and/or logistics role in a complex political-humanitarian crisis.
• Languages: French is required. Haitian Creole and English (preferred). Spanish is a plus.
• Strong knowledge and understanding of security management principles and movement planning.
• Excellent organizational and time management skills to handle multiple tasks and prioritize effectively.
• Attention to detail and ability to maintain accurate records and documentation.
• Effective communication and interpersonal skills to collaborate with diverse teams and stakeholders.
• Problem-solving and decision-making abilities to address operational challenges.
• Proficiency in relevant software and systems for logistics management and security monitoring.
• Ability to get along with a diverse group of people, and provide good customer service while managing multiple priorities.
• Knowledge, ability, and willingness to learn Plan International management and program tools and frameworks adhere to Plan International’s policies and guidelines.
• Mental/Physical Requirements: Approximately 10-20% travel, primarily within Haiti and sometimes in remote areas with minimal amenities, often with short notice.
• Experience in the use of GPS systems and geolocation on maps.
• Experience in the use of satellite equipment.
• Proven ability to be flexible and work well under pressure in fast-paced team environments.
• Open to feedback and willing to try new approaches and processes.
• Positive learning attitude, and flexibility to adapt practices to local context.
• Good IT abilities, and knowledge of MS Office (Word, Excel, PowerPoint, Outlook), Internet.
• Basic knowledge of humanitarian access strategies.
• Knowledge of Haitian security and political context.
