Introduction
The Haiti Director (HD) manages all Norwich Outreach to Haiti (NOHA) staff in Christ Roi, Port-au-Prince, Haiti (approximately 25 personnel), with the exception of the Twinning Director. The HD reports to the Executive Director (ED) based in the US office, or to the Board of Directors in the absence of the ED. The HD has 3-4 direct reports, including senior leaders in the Haiti Office who manage finance, facilities, and education and medical programs.
The HD is present on a day-to-day basis at the NOHA facility in the Christ Roi neighborhood of Port-au-Prince, works directly with all staff in Haiti, and serves as the primary on-site leader responsible for the effective operation of all programs. The HD works collaboratively with the Twinning Director, particularly in coordinating hospitality and facilitating financial transactions and in outreach with priests participating in the Twinning Program and with the Archdiocese of Port-au-Prince.
The HD is responsible for ensuring organizational compliance with all applicable Haitian laws and regulations, at both the national and local levels. In emergency situations where communication with the Connecticut office, Executive Director, or Board of Directors is not possible, the HD is authorized to consult with other senior staff and take necessary action and make time-sensitive decisions on behalf of the organization.
The HD is the representative of NOHA in Port-au-Prince, and in Haiti overall. The HD represents the organization to the public and for purposes of business, partnerships, and external engagements. The HD actively engages with individuals, groups and organizations to support and strengthen the NOHA mission and programs. The HD initiates cost-saving, revenue-generating and efficiency measures, including coordination and collaboration with external organizations and agencies.
Fonctions
Responsibilities:
- Provide overall leadership and management of NOHA staff (except Twinning Director) and operations in Haiti. Oversee day-to-day implementation and performance of all Haiti-based programs, ensuring alignment with mission, goals, and approved plans, policies, and budgets.
- Ensure compliance with all applicable Haitian laws, regulations, and reporting requirements at national and local levels.
- Manage operational planning, budgeting, and resource allocation and perform cash management functions in collaboration with finance and program leadership.
- Supervise and mentor direct reports, and conduct their performance reviews once per year.
- Oversee all employee management in Haiti, including supervising hiring, performance reviews, effective staff utilization, and the implementation of personnel policies and procedures.
- Ensure safe, efficient, and accountable operations in Haiti, including staff and guest safety protocols and the responsible use and oversight of facilities and equipment.
- Ensure responsible and limited use of vehicles for work purposes only, and manage upkeep and oversight of vehicles and driver logbooks.
- For Twinning, oversee financial disbursements to twinned parishes, and ensure accurate reporting and documentation when the Twinning Director is not present.
- Maintain oversight of hospitality operations, including welcoming visitors and ensuring staff, facilities, and logistics adequately support guests.
- Seek out, build, and maintain strong relationships with Church partners, government entities, NGOs, donors, community leaders, and other stakeholders.
- Support monitoring, evaluation, and reporting processes to ensure program quality, accountability, and continuous improvement.
- Hold staff meetings on a regular basis, with Agenda and Minutes provided to the ED, and the ED invited to virtually join at least one meeting per quarter.
- Promote a safe, respectful, cooperative, and mission-aligned workplace culture, including adherence to safeguarding, security, and duty-of-care standards.
- Communicate regularly with the Executive Director via email, WhatsApp, and phone, providing biweekly updates on operations, risks, opportunities, and strategic needs.
- Contribute to strategic planning and organizational development by identifying emerging needs, risks, and growth opportunities within Haiti.
Qualifications Requises
- Haitian citizen
- Bachelor’s degree or equivalent
- Demonstrated management experience of at least 3 to 5 years
- Experience working with medical or education programs, and familiarity with the structure and organization of the Catholic Church and of the Archdiocese of PaP, both a strong advantage
- Excellent English and Creole oral and written language skills
- Strong understanding of Haitian laws, particularly for nonprofit faith-based organizations
- Demonstrated ability to initiate and build relationships and to be a spokesperson for NOHA
- Strong team builder with excellent ability to work cross culturally
- Proficient in Office software
- Fluency in French (preferred)

Full Time, 40 hours per week, typically over 5 days per week with occasional weekend work
